Background/Discussion
The IPMC was developed by the International Code Council based on citizen input gathered through
public surveys, meetings, and online feedback. It applies to multiple-dwelling properties and family
homes and stresses a common-sense approach to maintenance. It was adopted into Elk River’s Rental
Dwelling Ordinance in June of 2016, but not into the Building ordinance.
Amending the Building ordinance to include IPMC standards will improve efficiency and consistency of
exterior property maintenance inspections. This code supports and maintains the vitality and integrity of
housing stock and supports basic community goals:
Stable residential neighborhoods
Minimum exterior standards
Tools for staff to better address property maintenance complaints
The IPMC has been adopted by many cities and counties throughout the country. It compliments
existing building ordinances and results in a more equitable approach to exterior maintenance issues
whether a rental or private dwelling. Main objectives of the IPMC include:
Establish/uphold standards for public health, safety, welfare, and basic livability
Encourage proper home maintenance
Preserve and enhance community value
Promote communication between residents and the city
Under the code, inspectors address outdoor maintenance concerns either reported to the city or
while driving in the community. The main goal is to encourage people to repair maintenance
concerns well before they lead to neighbor complaints.
This item is presented for review and discussion prior to consideration for adoption into the city
ordinance. A public hearing would be required if directed to proceed.

Sec. 30-87 - INTERNATIONAL PROPERTY MAINTENANCE CODE.
(a) The most current version of the International Property Maintenance Code, three copies
of which are on file in the office of the city clerk of the City of Elk River, being marked and
designated as the International Property Maintenance Code as published by the International Code
Council, Inc., is adopted as the property maintenance code of the city for the purposes of this
article relative to the control of buildings and structures as herein provided; and each and all of the
regulations, provisions, penalties, conditions and terms of said property maintenance code are
hereby referred to, adopted, and made a part hereof, as if fully set out in this article, with the
additions, insertions, deletions and changes, if any, prescribed in (b) of this division.

(b) Revisions to the International Property Maintenance Code.
The following sections of the International Property Maintenance Code are hereby revised:
Section 101.1. Insert: City of Elk River
Section 103.5. Insert: The current year fee schedule adopted by the City Council.
Section 302.4: Insert: 8 inches.
Section 602.3. Insert: October 15 to April 15
Section 602.4. Insert: October 15 to April 15

(c) Conflict between codes.
Where there is any conflict between the provisions of the International Property Maintenance
Code and any other applicable code or ordinance enforced by or in the City of Elk River, the
more restrictive provisions shall apply.
