Background/Discussion Jesse Hartung of Modern Construction approached the city about developing a mixed-use, market rate housing project in downtown Elk River. Jesse will present a general overview and concept drawings for his project. He is seeking support from the Council to move forward on this project in addition to executing an option agreement to obtain site control of the city-owned properties.
