Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Pledge of Allegiance 3. Consider 08/14/2019 Agenda Mr. Hecker removed Item 6. • Moved byCommissioner Soltvedt and seconded byCommissioner Williams to approve the August 14,2019 Parks and Recreation Commission meeting agenda with the removal of Item 6. Motion carried 7-0. 4 Consider 06/12/2019 Regular PRC Minutes Moved by Commissioner Loidolt and seconded by Commissioner Soltvedt to approve the following June 12,2019 Regular Parks and Recreation Commission Minutes. Motion carried 7-0. 5. Open Forum Frank Carlson, 215th Avenue Elk River,local Pickleball Association would like to see new pickleball courts and asked if the Commission would talk to the Athletic Director at the Elk River High School to line some of their tenths courts for pickleball. Scott Daulton,looking for additional stripping on existing tenths courts,group brings own nets. Cathy Warneke,Pickleball advocate. Shared that the commission should check out the Coon Rapids pickleball courts. IIIGlen Simanco,Anoka converted tenths courts to pickleball courts. Parks&Recreation Commission Minutes Page 2 August 14,2019111 Robert Buckley, consider a long term investment with schools maintaining. Mr. Hecker shared the Orono Park Master Plan, stating that the timeline is within the next 2-3 years to build Pickleball courts and that they had approached the schools in the past about stripping and will do so again. Councilmember Wagner stated that the referendum does include pickleball courts. Mike Mcdonugh,Lowel Street, President of Youth Volleyball Association is looking to partner with the city to purchase new volleyball nets and standards for at Salk Middle School. Urging the commission to consider purchasing new nets at$5000,half the cost and would like to come up with a better plan in working together. Commissioner Holmgren would like to the Salk Middle School Physical Ed department involved in purchasing and considering liability. 6. Presentation — removed from agenda 7. Action Items 7.1 Kliever Lake Fields Park Ice Rink III Mr. Hecker presented his staff report. Commissioner Niziolek would like to discuss the transportation element in that area to reach not only Spectrum but also Hillside Park and Trott Brook Park. Commissioner Soltvedt asked if the current budget will be sufficient to cover spectrum ice rink. Mr. Sevcik stated that with the loss of both Lions Park and Kliever Fields Park the budget is a wash and will work out. Mr. Hecker shared that part of the agreement will have the priority of snow removal and that Spectrum staff will have to remove snow at times when the city is unable to. Moved by Commissioner Soltvedt and seconded by Commissioner Williams to accept staff recommendation to no longer operate the Kliever Lake Fields Park outdoor ice rink. Commissioner Holmgren asked if the color was for one shelter or all of the shelters system wide? Mr. Hecker stated that the standardized color would go for all shelters now and in the future. Chair Anderson stated that the Woodland Trails committee favored the Hartford Green and Mansford Brown. Some members did not like the red option in natural setting. Commissioner Holmgren would like to go with branding to match the wayfinding and thinks the red might be too bright. Commissioner Niziolek stated it would be nice to have a common element such as the stone. Does not like the bright color rooftops. Have standard elements not necessarily roof color. Commissioner Williams stated this is a marketing/branding standard and one color should be used. Commissioner Loidolt thinks we are opening up Pandora's box with too many colors and should stick to one color. There reds in nature,green in uniforms, this is a marketing thing and Elk River is Red. Commissioner Rathbun stated to have one color and that it is standardized throughout the community and supports the Woodland Trails committee nature colors. Chair Anderson stated that standards change;he has seen the park signs change three times since being on commission. Shelters are unique to each park. Commissioner Soltvedt would prefer a standardized color scheme for shelters,likes the idea of consistency of tying the colors from the wayfinding signs. Council member Wagner asked why we are using a different vendor then the downtown park shelter. Mr. Hecker stated that the consultants recommended the Poligon shelters because of their high quality. Council member Wagner stated that the red roofs at Rivers Edge Commons Park still looks good. P1 ■ EIE1 / 1 rIA 'URE Parks&Recreation Commission Minutes Page 4 • August 14,2019 Moved by Commissioner Niziolek and seconded by Commissioner Rathbun to recommend that Lion John Weicht Park have black frame and red roof with columns to match the Rivers Edge Commons Park in downtown, and Woodland Trails Park Shelter have canvas taupe and green with fieldstone columns. Commissioner Niziolek wanted to discuss doing the two shelters being built now and decide on a standardized plan later. Council member Wagner stated that the council would like to know the color of the roof. Commission members discussed the options of having standardized colors or each park is discussed individually. Commissioner Rathbun withdrew his second. Commissioner Niziolek withdrew his motion. Commission member discussed color options for the shelter roof. Moved by Commissioner Soltvedt and seconded by Commissioner Niziolek to have a standard for the structure,by using the Poligon steel frame and rock veneer columns to • match the existing city wayfinding signs. Motion carried 7-0. Moved by Commissioner Soltvedt and seconded by Commissioner Niziolek to limit the roof color choices to Mansford Brown, Brite Red, and Hartford Green. Motion carried 4-3. 8. Adjourn to Work session There being no further business, Chair Anderson adjourned the meeting of the Elk River Parks and Recreation Commission at 8:56 p.m. 13. Work session The work session meeting of the Elk River Parks and Recreation Commission was called to order at 9:05 p.m. by Chair Anderson. 13.1 Rivers Edge Commons Policy Mr. Benoit shared the Rivers Edge Commons Park Policy. Stating that the City Clerk brought up the following, current special event process permits do not go through city council, the city can only restrict events based on safety and city resources and restrictions cannot be made based on mission of event. Asking how the commission feels about the use of the park that is not a wedding or city event if the policy stays the same. Commissioner members discussed removing the special event application process line and if downtown businesses support other events taking place in downtown. • Commissioner member agreed that the policy can stay the way it is. 13.2 Park Improvement Fund Projects Mr. Sevcik shared the Park Improvement Fund for 2020-2024. Stating that they are obligated to match funds for WHHCA restoration grant$10,000 and WTRP grant for shelters $25,000. Staff non-prioritized recommendations: • LJWP playground replacement • LJWP trail reconstruction • LJWP Basketball court replacement • WTRP additional grant matching funds (picnic shelter concrete,well, secondary shelter near nature play area) • WTRP storage garage replacement • Trott Brook Farms Park tennis court replacement • YAC 1-4 dugout replacement • Deerfield Hill Park basketball court replacement • Sport Court resurfacing • DAAC field improvements • Ridgewood East Park basketball court replacement r1AiEAE1 11 NATUURE Parks&Recreation Commission Minutes Page 6 August 14,2019 • Orono Park trails reconstruction • Heritage Landing/Country Crossing Trail Reconstruction • Country Crossing Playground Replacement • Mississippi Road/County Road 30 Trail Replacement • Trails Mr. Benoit shared the Youth Volleyball Association financial request to cover the cost of new nets and standards. Commissioner member discussed having a special commission meeting on September 18. I4.
