The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional
service, and community engagement that encourages and inspires prosperity
frontage, the total sign area shall not exceed 192 square feet with no more than 96 square feet per sign.
The Zoning Lot has in excess of 1,000 linear feet and is allowed one (1) wall and one (1) freestanding
sign.
In August 2019, the City Council approved an ordinance amendment stating Zoning Lots shall include
vacant commonly held parcels across city streets. Zoning Lots may encompass more than one lot of
record and shall serve as a unified development site for purposes of application of standards.
The applicant has requested to install a second 96 square foot freestanding sign for the church use on the
vacant parcel. There is currently a 24 square foot freestanding sign on the north parcel. They are
requesting two freestanding signs for a total of 120 square feet.
Applicable Regulation
Variances may be granted when the petitioner establishes that the variance satisfies all five of the criteria
described below. The variance is:
1. Is in harmony with the general purpose and intent of the ordinance, and
The intent is to provide non-residential uses the ability to advertise without adversely affecting
the residential neighborhood. The campus is comprised of two parcels, which is a Zoning Lot.
If each of these properties were allowed one wall sign and one freestanding sign, there could be
two wall signs and two freestanding signs in the subject area/neighborhood. The applicant is not
requesting anything beyond the purpose and intent.
The request is in harmony with the general purpose and intent of the ordinance.
2. Is consistent with the City of Elk River Comprehensive Plan.
The property is guided for residential and religious institutions are allowed in residential districts.
The request is consistent with the Comprehensive Plan.
Variances may be granted when the petitioner establishes that there are practical difficulties in complying
with the zoning ordinance. Practical difficulties mean that:
3. The petitioner proposes to use the property in a reasonable manner not permitted by the zoning
ordinance;
The applicant is requesting a second freestanding sign, for the church use, to be located on a

heavily traveled state highway. There is an existing freestanding sign on 8 Street for the church.
The applicant is requesting a second freestanding on the south side of the vacant parcel they own
along US Highway 10. It is not unreasonable to have multiple signs on a multi property campus,
especially those fronting multiple public roads.
4. The plight of the petitioner is due to circumstances unique to the property not a consequence of
the petitioner's own action or inaction; and
The campus is unique, as it is comprised of two parcels separated by a city street. Recent
ordinance amendments were approved to address these types of situations.
The proposal is not a consequence of the petitioner's own action or inaction.
5. The variance, if granted, will not alter the essential character of the locality.
Existing signage is in place on the portions of the campus facing residential uses and the
proposed signage is on a state highway. The essential character of the locale will not be altered.

Council Meeting
If denied, or an appeal is made by any interested party by October 4, 2019, this item will go to the
October 21, 2019, City Council meeting.

We (Elk River Baptist Church), would like to replace the current sign that is on the church
property that runs along US Highway 10.
The current sign is in the southwest corner of the property. We are looking to replace the
current sign as it is deteriorating. We would like to propose relocating the sign to the center of
the property that runs along US Highway 10 to make it more visible.
The sign will be more like a billboard sign (see attached copy). The sign dimensions are
8'X 12' and will be 2 sided.
We have contacted Bob's Signs (421 Van Buren St, Anoka, MN 55303) to draft the sign layout
and platt map (see attached copy). He is available to answer any questions and will obtain the
proper permit requirements.
We (Elk River Baptist Church) are requesting a variance to allow a second free standing sign on
our property that parallels US Hwy 10. We will abide by any of the City of Elk River
requirements. There is currently a sign on the property, this sign would be replacing it as it is
deteriorating. We want to use the center of the property so the sign can be more visible from
Highway 10. No part of the property will be altered to replace this sign.
