ELK RIVER TOWN BOARD MEETING
September 21, 1961
A Special meeting was called by the chairman Earl Schulke.

The purpose was to discuss the matter of coating the Cargill road with a Hot Mix tar. The County
Engineer Jerry Spencer appeared to help with the specifications required. It was decided to publish
notices for the next two weeks for bids

Earl Schulke made a motion that the board go on record as favoring blacktoping \[sic\] Cargill road.
Seconded by Mel Peterson carried.
