Staff Present: Parks and Recreation Director, Michael Hecker, Street and Park
Superintendent, Tim Sevcik, Recreation Manager, Steve Benoit, and Recreation
Coordinator, Tonya Love
1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation
Commission was called to order at 5:30 p.m. by Chair Anderson.
2. Discuss Trails Master Plan Connectivity
Mr. Sevcik shared the Trails Master Plan and how it connects into Sherburne County, Anoka
County and City of Ramsey trails.
Commission reviewed and discussed the connections to surrounding communities.
3. Discuss Park Improvement Fund
Mr. Sevcik shared the Parks Improvement Fund highlighting a few changes such as removing
parking lot surfaces, referendum projects, buckthorn removal from the PIF, and maintenance
items to the parks operating budget.
Mr. Sevcik shared the 2020 PIF project obligations due to grants and staff recommendations.
Commission members discussed which projects have a higher priority. Consensus was for
Woodland Trails Regional Park projects and the YAC dugouts. These will be presented to the
commission for approval in October.
Commission members discussed needing another funding source for trail replacement,
questioning if funds can be taken out of the Pavement Management Fund.
4. Adjournment
There being no further business, Chair Anderson adjourned the meeting of the Elk River
Parks and Recreation Commission work session at 7:30 p.m.
