VILLAGE OF ELK RIVER COUNCIL MEETING
April 3, 1939
The regular meeting of the Village Council was held at the Municipal Bldg Monday March 6, 1939 at
8 o’clock P.M.
Members present:
Frank Nickerson, Pres.; G.A. Bailey, Wm Patenaude, and Geo Cornelius, Trustees;
Wm H Greupner, Clerk
Minutes of last meeting were read and approved.
This being the meeting for the renewal of non-intoxicating malt liquor license there was a large
delegation present to voice their opinions on some of the licenses. The applications for on and off
sale non intoxicating malt liquor licenses and the motions are as follows –
Bares Café – on and off – motion by Wm Patenaude and G.A. Bailey
John Blocker – on and off – motion by Wm Greupner and Geo Cornelius
Joseph Johnston – on and off – motion by Wm Patenaude and G.A. Bailey
Honeys Café – on and off – motion by Geo Cornelius and Wm Patenaude
Chas Jungenickel off sale only motion by Geo Cornelius and G.A. Bailey
These motions were all carried. Wm Greupner made a motion to allow Orville Christenson an on
and off sale license but the motion was not seconded. Loui Kish came before the council and state
that there had been rumors around that Orville had sold hard liquor but he had been to Orville’s
place any number of times and could testify that Orville had no sold any hard liquor. Mrs. Carr said
that she was interested in the children of Elk River and wished the beer would be sold in one place
in town instead of so many places. After some discussion by the council a motion was made by Wm
Patenaude seconded by Wm Greupner to lay over Orville Christenson license until April 17. Motion
carried.
Harold Keays presented his application as caretaker of the two village parks at the same wages as
other years, which is $10.00 a month for the village park and $5.00 a month for the memorial park.
A motion was made by Wm Greupner seconded by Geo Cornelius to hire Harold Keays as
caretaker of the parks.
Ralph Wige presented his application to direct the Elk River Band as he had in previous years. A
motion was made by Wm. Greupner seconded by G.A. Bailey to hire Ralph Wige.
The subject was brought up about the $50.00 appropriation that the Village had given annually for
the tourist park. It was decided that the $50.00 would be better spent at the swimming pool instead
of the tourist park.
A motion was made by Geo Cornelius seconded by G.A. Bailey to allow the following building
permits. Wm Petenaude Jr a home, Abner Lera to move a building and Carl Engstrom to remodel
his home.
The following applications were presented for Pin Ball machine licenses.

A motion was made by Wm Greupner seconded by G.A. Bailey to grant the above said applicants a
license for one year.
Mrs. Krunze representing the National Sanitation System came before the council and asked for a
permit whereas her company could hire someone from the Village of Elk River to go around and
collect garbage. It was decided that most of the people had some one that did collect their garbage
and that the rest of the people could take care of themselves.
Ellis Hamlet and Carrol Irish were present and asked permission to grade the runways on the Elk
River airport so it could be used by the Flying Club. They were told to see Mr. Byson representative
of the Northern States Power Co and if he gave them permission it would be all right with the
council.
Richard Halter was also present and asked to have a surveyor give him the grade of his sidewalk.
The clerk was instructed to have E.E. Chase take care of this.
A motion was made by Wm Greupner seconded by Geo Cornelius to have Wm Patenaude varnish
the library and council room floors.
A motion was made by G.A. Bailey seconded by Geo Cornelius to transfer $1500.00 from the Bond
and Interest fund to the sinking fund.
Chas Nelson brought up the matter about painting the water tank. But it was decided to have this
done next year.
A motion was made by G.A. Bailey seconded by Wm. Patenaude to allow the following bills
