4.7. SR 11-04-2019 Eclty1 ,., Request for Action River To Item Number Mayor and City Council 4.7 Agenda Section Meeting Date Prepared by Consent November 4, 2019 Justin Femrite, P.E. Public Works Director Item Description Reviewed by Active Elk River - Multipurpose Facility Bid Award Cal Portner, City Administrator Reviewed by Action Requested Approve,by resolution, award of bid package 6A-Carpentary for the Multi-Purpose Facility to the low bidder of Ebert,Inc. and reassign this contract to RJM. Background/Discussion On July 1,when considering bids for the Multi-Purpose facility, package 6A-Carpentary was not awarded due to the apparent low bidder asking to pull their bid from consideration. At that time, a value was carried, as part of Guaranteed Maximum Price (GMP) for the project which reflected the expected cost for the work originally included in the 6A category. Since that time,RJM has reworked category 6A. The rework to the package did not change any design elements of the project but instead separated some quote packages for work that made more sense to stand on its own for more contractors to provide competitive pricing. This work simplified the 6A category which was then rebid. Bids were opened on October 23 with 2 bidders delivering bids. The low bidder was Ebert Construction with a bid of$546,800. We are recommending award of this amount. Financial Impact The original bid category 6A was assigned an allowance value of$1,300,000 in the GMP. When adding the costs for the revised category 6A bid and the quote category costs to complete the full intended scope of the original 6A category, the numbers collectively result in a net position of$15,632 less than the $1,300,000. We will track this cost savings in the project contingency summary.
