A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION ADOPTING THE 1996 PAY PLAN FOR
NON-ORGANIZED EMPLOYEES
BE IT RESOLVED, by the City Council of the City of Elk River that the
attached Pay Plan marked Exhibit 1, Exhibit 2, and Exhibit 3 be approved
and adopted effective January 1, 1996.

1996 COMPENSATION PLAN
EXHIBIT 1
1.
All 1995 pay ranges established by the City Council will increase by
3% in 1996. On July 1, 1996, all City employees performing at an
acceptable level will move up one step in their pay range.
2.
The 1996 pay ranges for City employees are listed in Exhibit 2.
3.
The 1996 Pay Plan continues the City's efforts to comply with the Pay
Equity Law.
4.
All police employees who are members of the Minnesota Teamsters
Public and Law Enforcement Union, Local 320, shall receive
compensation and benefits as outlined in the Master Labor Agreement
between the City and the Union and are therefore not governed by any
clauses of this resolution.
5.
All orientation period employees shall receive increases according to
the agreement when the employee was hired.
6.
Vacation leave.shall be granted in accordance to Exhibit 3 as attached.
Holiday and sick leave shall be grantedin accordance with the City's
Personnel Ordinance. All regularly scheduled, pal't time employees
scheduled to work an average of at least 20 hours per week shall
receive prorated benefits for vacation, holiday, and sick leave.
7. The City's maximum contribution for single health, single dental, and
single life benefits is $295.00 per month for the months of January
through June; the contribution increases to $310.00 per month for the
months of July through December. Any difference between the
premiums for single health, single dental and single life insurance
may be used to reduce the employee's share of the family health
insurance premium. Prorated insurance benefits will be offered to all
employees scheduled to work an average of 30 or more hours per week.
8. The Executive Director of the EDA and HRA shall receive additional
annual compensation of $1,677.87 in 1996.
9. The part time Liquor Store Clerks shall be paid in accordance with the
following schedule:

10. Liquor Store employees will receive holiday pay at the rate of one and
one-half times their regular rate for working on the following holidays:

falls on a Sunday

11. All liquor employees will receive one and one-halftime their regular
hourly rate for taking inventory on a Sunday or a holiday.
12. When the Waste Water Treatment System Superintendent is absent
for at least one continuous eight hour period, at the discretion of the
Superintendent, one employee in the Waste Water Treatment System
Department may receive an additional $1.20 per hour for functioning
as the "Lead Contact Worker." This adjustment during the absence of
the Superintendent is to reflect additional responsibilities directing the
work crew and work program.
13. The Waste Water Treatment Operators shall be paid as follows:

Once a license has been obtained, the employee shall immediately
move to the lowest step for that license. The employee will move up
one step each July 1 until the highest step for that license has been
reached.
14. Snow plow operators shall be paid double time plus holiday pay for all
hours worked on holidays.
15. Snow plow operators shall be paid an additional one hour of pay at
their regular rate for each day they are called out prior to 6:00 a.m. to
plow snow.
16. Street Department employees shall be paid an additional hour of pay
at their regular rate for each day they are on call during the winter
snowplowing season.

17. To encourage continuing education for City employees, the City will
reimburse 75% of the tuition fee to any full time employee for
successfully completing accredited college or other classes directly
related to the employee's position with the City. Any such class must

be taken on employee time and receive written approval by the City
Administrator prior to class registration to determine if tuition
reimbursement will be made. Books required for class are not subject
to reimbursement.
The City Council may make adjustments in any section of the Pay
Plan at any City Council meeting based on compliance to the Pay
Equity Law, changes in employment status, changes in work
responsibility, or based on performance incentives.
