VILLAGE OF ELK RIVER COUNCIL MEETING
January 1, 1940
The regular meeting of the Village Council was held at the Municipal Bldg Monday Jan 1, 1940 at 8
o’clock P.M.
Members present:
M.C. Tesch, Pres.; Frank Nickerson, G.A. Bailey, and Geo Cornelius, Trustees; Wm
H Greupner, Clerk
The minutes of last meeting were read and approved.
M.C. Tesch newly elected president, appointed the following committees for 1940
Water Works Com, Geo Cornelius and Wm Greupner
Road Com Geo Cornelius and G.A. Bailey
Parks Com Frank Nickerson and G.A. Bailey
Relief Com Wm Greupner and G.A. Bailey
The storm sewer project which is being done by the W.P.A. was brought up and it was decided to
replace and lower the sewer at the schoolhouse when the men have finished down town.
A motion was made by G.A. Bailey seconded by Geo Cornelius to hold an extra meeting each
month (which will be the third Monday) to take care of relief clients and also that anyone receiving
direct relief would be obliged to work for it if they were able to.
A motion was made by G.A. Bailey seconded by Frank Nickerson to approve Dr. A.B. Roehlke as
health officer for 1940.
A motion was made by Geo Cornelius seconded by G.A. Bailey to reappoint Chas M. Nelson as
Marshall for $75.00 a month, Pumper at $35.00 a month and Janitor at $7.50 a month from Oct 1 to

May 1 and allowing him $25.00 a month for use of his car. Motion carried.
A motion was made by Geo Cornelius seconded by Frank Nickerson to appoint Lee Slaback as
Water Works superintendent at 40 cents an hour.
A motion was made by Geo Cornelius seconded by G.A. Bailey to appoint Rupert Zimmer as street
commissioner at 35 cents an hour for truck and 35 cents an hour for man labor.
A motion was made by Frank Nickerson seconded by G.A. Bailey to appoint Frank White as Village
attorney.
Gladys Hulbert a relief client was present and stated she would be out of wood the following day
and she also needed overshoes. It was decided that the relief committee take care of this matter.
H.J. Pfeiffer’s Bond for Justice of Peace was read but rejected because the Council felt that all
elected officers should have a surety bond.
Wm Greupner, clerk stated that the community had sent a committee to him in regards to a
warming house which they would like to have built in the stadium and asked for an appropriation
from the Village. After some discussion it was decided to lay the matter on the table until the council
knew more about the expense of the building.
A motion was made by G.A. Bailey seconded by Geo Cornelius to allow the following bills.
