VILLAGE OF ELK RIVER COUNCIL MEETING
February 5, 1940
The regular meeting of the Village Council was held at the Municipal Bldg Monday Feb 5, 1940 at 8
o’clock P.M.
Members present:
M.C. Tesch, Pres.; G.A. Bailey Trustee; Wm H Greupner, Clerk
The minutes of last meeting were read and approved.
Emery Plaute and Elmer Plude from the Village of Dayton were present and asked if they could sign
up with the Village of Elk River for fire calls. They were told that the Elk River Fire department
would answer their calls anytime they were needed. It was decided to leave the names of the Dayton
Council members with the Elk River telephone operator. The members are as follows – Emery
Plaute, Edward Durant, Elmer Plude, Joe Marin, and Floyd Falbal.
The following relief clients were taken care of – Harry Anderson, Food $5.00, Milk $1.50
Andrew Madson’s request for W.P.A. work was referred to Mr. Davies.
Mrs. Joe Belanger – Fuel $5.00, underwear and socks. She also stated that Joe was sick in bed. I twas
decided to have a doctor call on him the next day.
Gladys Hulbert, oil stove, shoes and hose. Rent for one month $10.00. She also asked to have a
partition taken out of one of her rooms. It was decided to have Wm. H. Greupner, G.A. Bailey and
David Davies make an investigation at the Hulbert home the next day.
Chester Waite stated that his son Gerald had been sick since before Christmas and he wished to
have this doctor bill take care of. The clerk was instructed to get an itemized bill from Drs. Roehlke
and Tesch and it would be acted on at the next meeting. It was decided to allow Chester Waite a
$6.00 relief order for the month of Feb ($3.00 for the doctors and $3.00 for medicine).
Hugo Lenz said that his daughter Florence had a kidney infection and wanted a relief order for
medicine care. It was decided to get a statement from Doctor Roehlke and then have the relief
committee take care of this matter.
Mrs. Richard Wruck came for Chas Kurrasch and was allowed Groceries $13.00, Lights $1.00, Milk
$1.50.
A motion was made by G.A. Bailey seconded by Wm H Greupner to appoint Chas M Nelson,
Constable for the years 1940 and 1941 to accept his bond for constable. Motion carried.
Frank White, Village attorney, presented a notice from the railway and warehouse commissioners

advising the council that the new telephone rates would go into effect on the March 22 bill.
A motion was made by G.A. Bailey seconded by Wm H Greupner to buy 2 acres of standing timber
at $20.00 an acre. To be used by relief clients to work out their relief orders.
A motion was made by Wm H. Greupner seconded by G.A. Bailey to allow the relief 35 cents an
hour, while working off their relief orders.
A motion was made by G.A. Bailey, seconded by Wm H. Greupner to charge Mrs. Lillian Specht
$35.00 for fire calls at her farm.
A motion was made by Wm H. Greupner seconded by G.A. Bailey to allow the following bills.
