VILLAGE OF ELK RIVER COUNCIL MEETING
February 19, 1940
The regular meeting of the Village Council was held Monday Feb 19, 1940 at the Municipal Bldg.
Members present:
M.C. Tesch, Pres.; G.A. Bailey, Geo Cornelius, Frank Nickerson, Trustees; Wm H
Greupner, Clerk
R.K. Wilson, Chas Bade, Wm Brown, and Leslie Bailey a committee from the Commercial Club
were present to discuss the sewer disposal plant and swimming pool projects which had been
discussed at the Commercial Club the week before. Mr. A.J. Duvall, engineer, representing the Foltz
King and Day Co. presented the sewer in Elk River several years ago. He stated that there would
have to be some changes made and said he would make a new preliminary survey for $250.00.
The committee from the Commercial Club and the Council had a lengthy discussion about the
sewer and disposal plant and decided the first thing to do was to hire an architect and an engineer to
make the preliminary survey.
Harold Moody and Stephen Schmidt attorneys from St. Paul were present and stated that the sewer
could be decided by the Council first by drawing up an ordinance and then passing a resolution
designating the sewer district and assessments made against this property. Mr. Moody said he wished
to work with the Village attorney and his fees would be 1%.
The next matter brought up was the swimming pool. H.G. Rogers from the Minn State Health
Board was present and said he would make an investigation of the water at the present swimming
pool and would make a report to the clerk.
The same committee from the Commercial Club brought up the subject of the warming house
which is to be built in the stadium and said that so far they had raised $250.00 and asked for an
appropriation of $125.00 from the Village. A motion was made by Frank Nickerson seconded by
Geo Cornelius to appropriate $125.00 for the warming house.
Anthony Burgoyne was present and asked again if it would not be possible for them to have a dance
permit to hold dances at their place of business. It was decided as long as the Council had passed a
resolution a year ago not to issue any dance licenses it was best not to.
The following relief clients were taken care of –
Harry Anderson – Groc $5.00, Milk $1.50
Fritz Carlson asked to have a medical examination for his wife. It was decided that the clerk see Dr.
Tesch and see what the best solution in Mrs. Carlson care would be.
Ted Waite asked about the Doctor bill which was brought up at the previous meeting. He was told it
would be taken care of at the next meeting because the clerk did not have an itemized bill at this
time.
Frank Belanger – milk $3.00, Groc $5.00
Gladys Hubbert asked for a telephone and also to have some furniture moved from her spare room,
she also needed shoes and hose. It was decided to grant her $2.95 for shoes and $.50 for hose and
the clerk to have some man on relief move her furniture for her. Mr. Davies said he would talk to
Dr. Clothier in regards to her mother’s health and see if it was necessary for them to have a
telephone.
Mrs. Ellyn Clements – glasses $13.50
Aug Leider asked for 2 pair of mens rubbers which was turned down because he was working on
W.P.A. and should be able to buy them himself.
Ed Keegan’s case was brought up and Mr. Davies said he would write to the Monticello rest home
and ask them to reduce their charge of $50.00 to $40.00 a month otherwise the Village would return
him to Elk River and put him in the home of Mrs. Roberts.
