VILLAGE OF ELK RIVER COUNCIL MEETING
April 1, 1940
The regular meeting of the Village Council was held at the Municipal Bldg Monday April 1, 1940 at
8 o’clock PM
Members present:
M.C. Tesch, Pres.; Geo Cornelius, G.A. Bailey and Frank Nickerson, Trustees; Wm
H Greupner, Clerk
The minutes of last meeting were read and approved.
Donald Dare and R.W. Handke came before the Council to talk over what should be done about the
Municipal band. Mr. Handke suggested that the school board hire the band leader for a full year and
the leader take care of the municipal band and all summer concerts. The Village to turn over to the
school board the amount of money paid out to other band leaders during the summer months.
The following relief clients were taken care of
Vernel Burgoyne – Groc $3.00
James Lero – Groc $8.00
Ted Waite – Doctor calls (3 or 4 for sinus)
Harry Anderson – Groc $5.00, Milk $1.50
Carl Bartz – Groc $10.00, Shoes $1.39
Dr. E.L. Clothier was present and stated that he had talked to Mr. Davies about the man and wife
who live in Elk River and have a venereal disease. He said it would take approximately two years to
cure it and the treatments would be $12.50 a month. It was decided to have Dr. Clothier take care of
this couple and report to the Council after eighteen months.
The following applications were acted upon for non intoxicating malt liquor license.
A motion by Wm. Greupner seconded by Frank Nickerson for Elroy Cornelius and Walter Johnson.
A motion by Frank Nickerson seconded by Geo Cornelius for Bares Café.
A motion by Geo Cornelius seconded by Frank Nickerson for Johnston Café.
A motion by Frank Nickerson seconded by Wm Greupner for Honey’s Café.
A motion by Wm Greupner seconded by Frank Nickerson for John Blockers.
A motion by Wm Greupner seconded by Frank Nickerson for Nels Christiansen with a roll call as
follows – Frank Nickerson and Wm Greupner – yes. G.A. Bailey – no.
A motion was made by Frank Nickerson seconded by Wm Greupner to allow the following pin ball
machine licenses at $50.00 a piece for one year

A motion was made by G.A. Bailey seconded by Geo Cornelius to transfer $2000.00 from the
General fund to the Road and Bridge fund.
Chas Nelson was present and stated that the Water tank would have to be painted this year and he
wished it could be done before the hot weather set in. A motion was made by Geo Cornelius
seconded by G.A. Bailey to have the clerk advertise for bids for painting and cleaning the water
tank. The bids to be opened at next regular meeting.
Geo Cornelius stated that at the Firemens meeting there was a discussion about fixing up the old fire
truck. Dan Hjerpe and Wm Roggatz had suggested a new motor be bought and mounted on the old
truck. It was decided to have Hjerpe and Roggatz give Geo Cornelius an estimate on this job.
