VILLAGE OF ELK RIVER COUNCIL MEETING
May 6, 1940
The regular meeting of the Village Council was held at the Municipal Bldg Monday May 6, 1940 at 8
o’clock P.M.
Members present:
M.C. Tesch, Pres.; Geo Cornelius, G.A. Bailey and Frank Nickerson, Trustees; Wm
H Greupner, Clerk
The minutes of the last meetings were read and approved.
The following relief clients were taken care of
Mary Martineau asked for relief but it was decided to have the present and the relief committee see
her son James and find out if he was not able to take care of his mother.
Joe Barker said that he had his wife at the University hospital and she was home now and needed
treatments from the l__ doctor. It was decided to grant Mrs. Parker four treatments at $1.50 a piece
for the month of May.

Mrs. Cora Nelson asked for relief but was told that she had received a $20.00 check on May 2 from
the child welfare board and she would have to show a receipt as to where she had spent this before
any more relief could be considered.
Mrs. Aug Wruck representing Chas Kurrasch asked for and was granted the following. Groc $13.00,
Milk $1.50, Lights $1.00, 2 suits of underwear, 2 shirts and 2 pairs of socks and some muslin for a
nightgown. She was told to go to the courthouse for a pair of pants.
Lloyd Davis asked if there was some way he could get on W.P.A. He was instructed to report to the
relief office. He was also questioned and told that his residence was in the Township not the Village.
Mrs. Ellyn Clements – rent from Apr 8 to May 8 $12.50 – May 8 to June 8 $12.50
Herbert Greupner, Dan Hjerpe and Lee Bishop representing the Fire Dept asked that the Village
buy new hose. A motion was made by G.A. Bailey seconded by Frank Nickerson to buy 100 ft of 2
½ in hose from HR Caley. The committee also stated that at the last Firemens meeting a motion was
made favoring a new fire truck and the Firemens relief association would loan the Village $1500.00
without interest. After discussing the matter with the Committee a motion was made by G.A. Bailey
seconded by Wm. Greupner to have the clerk advertise for bids for a new fire truck.
Fritz Carlson was present and asked if the W.P.A. crew that had worked on the storm sewer project
were coming back to work in the Village. M.C. Tesch, president, told him that he would call Mr. E.
Krissell the next morning and find out about this matter.
Rev. G.A. Morrison, Art Mevisson and Walter Johnson representing the Kittenball team asked if the
Village would not furnish lights in the stadium so they would be able to play after dark. A motion
was made by Geo Cornelius seconded by Frank Nickerson to pay for these lights.
Rupert Zimmer, street commissioner, stated that people were dumping in the Village lot, so it was
decided to have a sign painted to read as follows – No dumping allowed. $10.00 fine. By Village
Council.
R.K. Plummer and M.H. Matterson were present and explained about the electro rust proof system
that they are installing in water tanks. They were told to put it in their bid on May 8, when the bids
would be opened for painting the water tank.
The case of Gladys Hulbert was discussed and it was decided to have the clerk write her a letter and
tell her that her furniture would have to be taken out of the Halter Bldg. The Council felt as long as
she was going to school in St. Cloud this action would have to be taken.
A.G. Madson was present and said he was selling flags for the American Legion and asked if the
Village would not install flag holders in the side walls where they were needed. It was decided that
the Village grant permission to anyone who would want one put in but the expense would have to
be payed by the individual.
A motion was made by Geo Cornelius seconded by Frank Nickerson to hire Robb Modenhauer as

Lifeguard from May 30 at $45.00 a month.
A motion by Wm Greupner seconded by Geo Cornelius to hire H. Keays to take care of the Village
parks at $15.00 a mo.
A motion by Frank Nickerson seconded by Geo Cornelius to allow Ed Dressig a building permit.
A motion by Wm Greupner seconded by Geo Cornelius to grant Forest Johanning a milk license
and have Dr. Kichel inspect his herd and premises and Mr. Johanning pay for the inspection.
A motion by Frank Nickerson seconded by G.A. Bailey to appropriate $40.00 for delegates to the
Firemens Convention in June.
