VILLAGE OF ELK RIVER COUNCIL MEETING
June 7, 1940
A special meeting of the Village Council was held June 7, 1940 at 8 P.M. at the Municipal Building.
Members present:
M.C. Tesch, Pres.; Geo Cornelius and Frank Nickerson, Trustees; Wm H Greupner,
Clerk
The purpose of this meeting was to open bids for a new Chassis and fire truck which are as follows -
J.E. Odegard – Ford Chassis with Cab, snow tires and heater – Chassis $877.00 – heater $21.00
Elk River Implement Co – International Truck with Cab $858.88
Christian and Green Studebaker truck with cab - $880.00
Flaherty Bros – Chevrolet truck without cab - $605.00 – with cab $695.00
Luverne Fire apparatus Co – Fire truck body and equipment $1925.00 if the chassis has a cab.
$135.00 more if the chassis is without a cab.

After looking over all the bids a motion was made by Geo Cornelius seconded by Wm Greupner
and carried that the Village purchase a Ford Chassis at $877.00 and a heater for $21.00 from J.E.
Odegard.
The building of a truck body and equipment was discussed and it was decided to have the
committee from the fire department Dan Hjerpe, Lee Bishop and Herb Greuipner look over the
bids and report back at a later meeting to see which one they recommended.
A motion was made by Frank Nickerson seconded by Wm Greupner to adopt the following
resolution and appoint the following committee to act for two years.
Resolution
A Resolution creating a Recreation Board for the City of Elk River, in accordance with State of
Minnesota Recreation enabling Act Chapter 233, Laws of 1937, passed on April 15, 1937.
The City Council of the City of Elk River does hereby resolve as follows:
1. That a Recreation Board for the City of Elk River is hereby created.
2. That said Board shall consist of five members who are qualified voters of the city; that said
members shall be appointed by the Council by and with the consent of the Council. That said
members shall serve until they resign or are removed by the city council that said members are to
serve without compensation.
3. That the function and duty of said Board shall be to establish and maintain a general recreation
program for the city of Elk River and said Board shall have the power to adopt such rules and
regulations for the proper conduct of its affairs as it deems necessary and advisable with the consent
and approval of the City Council.
4. That a fund of money such as is recommended by said Board and is approved by the city council
shall be appropriated annually for expenditure by said Board in conducting the recreation program;
that the use of or the development of such city facilities for the program as are recommended by
said Board and approved by the city Council shall be provided
