VILLAGE OF ELK RIVER COUNCIL MEETING
July 15, 1940
A special meeting was held July 15, 1940 at the Council room.
Members present:
M.C. Tesch, Pres; Geo Cornelius and Frank Nickerson, Trustees; Wm H Greupner,
Clerk
Henry Montague, Chas Bressler and Leroy Hudson came before the Council requesting that the
Village put in a 4 in water main on Thomas street which would be about 100 ft. It was decided that
the clerk write to Jason Brandt, Alfred Brown Sr, Clarence Olson property owners that would be
assessed for this improvement to see if they would have any objections and then it would be decided
at the next regular meeting.
The following relief clients were taken care of
John Trask - $8.00 rent, $13.00 Groc, $3.00 milk
Wm Belanger $6.00 rent
The file was presented again for the damage done E.C. Ellerson’s car which was caught in the catch
basin near the curb at the school house. It was decided to have the clerk write a letter to Mr. Ellison
stating that the Village did not feel obliged to pay this bill because the catch basin had a sewer grate
on it and that he must have tipped the grate off with his front wheel causing the back wheel to slip
in.
A motion was made by Frank Nickerson seconded by Geo Cornelius to allow David Davis $3.00 a
meeting or $36.00 for the first six months for the assistance he gave the Council in handling relief
cases.
A letter was read from Industrial Commission of Minnesota requesting that the Village
1. Provide stationery shield guard over couplings in pump house.
2. Provide first aid kit in pump house.
3. Provide safety basket on ladderway to top of water tank.
After discussing the matter, the clerk was instructed to write a letter telling them that the Village
would take care of the two at once but the third request was more a handicap than a benefit because
after talking to Charles Nelson he said it would be easier for him to crawl up and down the ladder
without a basket and as far a children crawling up the ladder it was almost impossible because the
ladder was from 6 to 7 ft from the ground.
No further business, meeting adjourned.
