VILLAGE OF ELK RIVER COUNCIL MEETING
October 7, 1940
The regular meeting of the Village Council was held at the Municipal Bldg Monday Oct 7, 1940 at 8
o’clock PM.
Members present:
M.C. Tesch, Pres; G.A. Bailey, Geo Cornelius, Trustees; Wm H Greupner, Clerk
The minutes of last meetings were read and approved.
Joe Parker came before the Council asking to have his Doctor bill at Priceton paid. He was told that
the Village council not pay any Doctor bills outside the Village so he would have to take care of the
four dollar bill himself.
Mayor Tesch reported that his brother Dr. Gordon Tesch had talked to him about Charles M.
Nelson in regards to his health and advised that Mr. Nelson take a lay off from his duties for a few
weeks. A motion was made by Geo Cornelius seconded by G.A. Bailey to grant Chas M. Nelson a
leave of absence for thirty day with pay of $110.00 and to hire Dan Hjerpe in his place at the same
rate of pay with $25.00 for use of car and $7.50 as janitor.
The Council approved the following members to work on the registration board H.J. Pfeiffer, Mrs.
Eva Foley and Wm H Greupner.
A motion was made by G.A. Bailey seconded by Geo Cornelius to adopt the following budget for
the year 1941 – General 6000.00 – R&B – 3000.00 – Poor 800.00 Library 350.00 – Band 2 Mills.
A letter was read from Mr. Haudke, Supt of Schools stating that the warming house cost more than
they had figured on at first and was wondering if the Village would appropriate some more towards
this project. A motion was made by G.A. Bailey and seconded by Geo Cornelius to appropriate
$25.00 more or $175.00 in all for the warming house.
A letter was read from the Library Board stating that they felt Mrs. Page Librarian should receive

$.35 an hour instead of $.25 staring Oct 3. A motion was made by Wm. Greuipner seconded by
Geo Cornelius to accept the recommendation from the Library board.

The following judges and clerks were appointed to serve on the General election on Nov 5. Day
Judges – JC Anderson, Susan Dare and Pauline Kaliher, Clerks Mrs. Foley and Wm Greupner,
Nights – Judges Frank Beck, Herb Baldowsky, Harold Keays, Clerks Alan Dare and HJ Pfeiffer.
A motion was made by G.A. Bailey seconded by Geo Cornelius to allow the following bills
