VILLAGE OF ELK RIVER COUNCIL MEETING
August 7, 1939
The regular meeting of the Village Council was held at the Municipal Bldg Monday Aug 7, 1939 at 8
o’clock P.M.
Members present:
Frank Nickerson, Pres.; G.A. Bailey, Wm Patenaude, and Geo Cornelius, Trustees;
Wm H Greupner, Clerk
The minutes of last meeting were read and approved.
L.G. Nelson, Gordon Johnson, D.E. Davis and M.C. Tesch, representing the Sherburne County
Fair Association came before the Council and asked for an appropriation to help with the expenses
of the Fair. A motion was made by G.A. Bailey seconded by Geo Cornelius to allow the Fair board
$125.00 for expenses. Motion carried.
After some discussion a motion was made by Geo Cornelius seconded by G.A. Bailey to add
another street light on Minnesota Street. The new light to be put in front of the L.D. Bailey home
and the light that is there now to be moved down in front of the Henry Olson home.
Trustee Bailey introduced the following resolution and moved its adoption.
Resolution
A Resolution accepting offer of the Elk River Power Light Co. to furnish electrical current for
pumping and street lights for a period of five years.
Whereas the Elk River Power and Light Co has agreed to furnish current to the Village for its
requirements for electional energy for pumping and street lights at the rates and under the
conditions of ordinance No. 32 for a period of five years.
Now, therefore, be it resolved by the Village Council of the Village of Elk River, Sherburne County,
Minn. That this Council hereby accepts the aforesaid offer and agrees to purchase for a period of
five years from the date hereof all electrical current required for pumpling and street lights in said
Village.

Trustee Cornelius seconded the motion to adopt said resolution and upon roll call it was adopted by
the following votes:
Ayes – Frank Nickerson, G.A. Bailey, Geo Cornelius, Wm Patenaude, Wm H Greupner
Nayes – none
A motion was made by Geo Cornelius seconded by Wm H Greupner to allow a building permit to
Roy Ellingson for a house and Merton Foley a garage.
It was decided that when the W.P.A. crew were there building sidewalks and curbs for private
property that they rebuild walks at the following places Westside of old school house, in front of
Mrs Baltzells house, N.W. corner of Court house and in front of the old post office. Also lower
sewer on Quincy Street and lower the road between Bob Gliddens and Frank Nickersons property.
A motion was made by G.A. Bailey seconded by Wm Greupner to have the above work done.
Because of the number of complaints about the traffic speeding thru town it was decided to have
the clerk write to Mr. Rosenwald of the Minnesota Highway Dept and have him come up to Elk
River and see if more signs could be put up.
Geo Cornelius spoke about installing a pipe at upper town whereas a hose could be fastened. After
some discussion it was decided to have Geo Cornelius find out about the cost of this a report a the
next meeting.
A motion was made by G.A. Bailey seconded by Geo Cornelius to allow the following bills.
