VILLAGE OF ELK RIVER COUNCIL MEETING
January 8, 1941
A special meeting of the Village Council was called by Mayor Tesch for 3 P.M. Jan 8 at the
Municipal Bldg.
Members present:
M.C. Tesch, Pres; Frank Nickerson, and G.A. Bailey, Trustees; J. Clinton Walker,
Clerk
Also present at the meeting were the following members of the commercial club. R.K. Wilson, L.K.
Houlton, Chas Bode and L.D. Bailey.
Mr. Moody of the Jaron Moody and Rice firm and Mr. Williams of the Wilson Williamson Co were
present and Mr. Moody presented to the meeting a tentative plan for financing the Village portion of
the projected sewer system and sewage disposal plant. The plan called for financing the system by
revenue and assessments. The matter was discussed at length by those present.
It was decided to bring the matter before the Commercial Club at their annual meeting on Thurs.

evening Jan 16. Mr. Moody agreed to present the matter to the Commercial Club members.
A motion was made by Frank Nickerson and seconded by G.A. Bailey approving the attacked
proposal of the Firms – Allison – Williams Co. and Juran, Moody and Rice.
G.A. Bailey reported on the case of establishing the legal residence of Mrs. Anna Smith. He stated

that Geo Tyler was to appear for the village on Jan 14 at 9:30 A.M.
Mr. Tesch said he would see Mr. Davies and ask him to accompany Mr. Tyler.
No further business, meeting adjourned.
