A Resolution of the City Council of the City of Elk River Authorizing
Application Submittal for Transportation Alternatives 2024 Federal Funding
Solicitation Process
WHEREAS, the Central Minnesota Area Transportation Partnership (ATP -3) is soliciting
project submittals for federal funding under the Fixing America's Surface Transportation
(FAST) Act in fiscal year 2024; and
WHEREAS, these federal programs fund up to 80 percent of project construction costs
UP to a maximum of $800,000; and
WHEREAS, federal funding of projects reduces the burden on local taxpayers for regional
improvements; and
WHEREAS, non-federal funds (local match) must be at least 20 percent of the project
construction costs; and
WHEREAS, project submittals are due on January 3, 2020; and
WHEREAS, all proposed trail segments are consistent with the adopted City of Elk River
Parks Master Plan and adopted Master Trail Plan; and
WHEREAS, subject to federal funding award, the City Council of Elk River would be
asked to consider authorization to execute a grant agreement at a future meeting.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River, Minnesota, as follows:
1. The City Council of Elk River supports seeking Transportation Alternatives Funding for
the construction of the two trail gap connections on County State Aid Highway (CSAH) 12
(181St Avenue) between Nixon Street and County Road (CR) 40 (Cleveland Avenue) and
CSAH 13 (Twin Lakes Road) from Trott Brook Parkway to CR 40 (Cleveland Avenue)
2. The City Council for the City of Elk River hereby approves the submittal of a
Transportation Alternatives application for the construction of a multi -use trail along the
north side of CSAH 12 from Nixon Street to County Road 40 and along the east and south
sides of CSAH 13 from Trott Brook Parkway to County Road 40.
