Approve,by motion, the position descriptions for Juvenile Detective Sergeant and Investigative Assistant.
Background/Discussion
The 2020 budget includes the new positions of Juvenile Detective Sergeant and Investigative Assistant.
The assistant position is a new position added to our staff and the sergeant position will be filled by
internal promotion, thus reducing our patrol staffing by one officer.
The position descriptions are attached for your review.
Financial Impact
Expenses related to these positions are included in the 2020 budget.

Position Summary
The Juvenile Detective Sergeant works under the direction of the Administrative Captain and the
Police Chief. Investigates alleged felonies,gross misdemeanors and serious misdemeanor incidents
in the city of Elk River to establish facts necessary for clearance or arrest and court action.
Supervises the juvenile detectives and the drug task force detective. Performs patrol duties and
other duties as assigned by the Administrative Captain or the Police Chief.
Essential Functions
1. Performs supervisory duties.
A. Directs, advises and assists juvenile detectives and drug task force detectives with
decisions and actions regarding calls, arrests, or other incidents.
B. Directs and supervises juvenile detectives, drug task force detectives and officers.
C. Performs timely annual performance reviews of all employees supervised.
D. Maintains accurate and complete supervisory records regarding employees and
designated responsibilities.
E. Monitors and directs adherence to department policies,procedures,performance
standards, state, and federal law.
F. Encourages and assists employees with personal development and goals relating to
their position.
G. Recognizes and identifies training needs and deficiencies.
H. Recognizes and identifies policy and procedure needs or changes and makes
recommendation.
I. Provides corrective counseling and disciplinary measures or recommends disciplinary
action, as appropriate within department guidelines.
J. Receives and investigates complaints on employees.
2. Performs administrative duties.
A. Works in an advisory and technical role with other agencies as assigned to develop
maximum cooperation and efficient use of investigative resources.
B. Shares information with appropriate departmental personnel and other agencies.
C. Maintains community relations through public speaking, exhibits, tours, and various
programs.
D. Assists with preparing the annual budget and completing purchases for the juvenile
investigative unit.
E. Performs administrative tasks as directed.
F. In cooperation with the Adult Detective Sergeant, assigns and schedules employee
workload.
G. Assists with internal investigations as directed.
H. Compiles reports and statistical law enforcement data.

I. Assists in maintaining department equipment.
J. Works in an advisory and technical role with other agencies as assigned to develop
maximum cooperation and efficient use of investigative resources.
K. Shares information with appropriate departmental personnel and other agencies.

3. Serves as school liaison.
A. Serves as primary participant and first line supervisor in school liaison program.
B. Attends special school functions as requested by school officials.
C. Presents safety programs and demonstrations.
D. Makes routine visits to the schools on a daily basis.
E. Manages, schedules, and participates in school extra-curricular functions.
4. Performs investigative duties.
A. Conducts investigation of complaints as assigned,including identification, collection,
and preservation of evidence.
B. Locates and gathers information from informants, suspects, experts,victims, and
witnesses.
C. Takes statements for use in developing the investigation.
D. Makes arrests or forwards for complaint as justified by facts developed.
E. Develops complete and concise oral and written reports as assigned by the
Administrative Captain or Police Chief and in response to the direction of the
prosecutors.
F. Maintains complete and accurate notes and files on investigations.
G. Provides complete and credible testimony in court.
H. Assists prosecuting attorney in development of case.
I. Becomes familiar with criminals and criminal suspects and their likely location.
J. Participates in the on-call detective schedule.
5. Manages crime scenes.
A. Serves in a supervisory role at crime scenes.
B. Directs other law enforcement personnel at the scene.
C. Secures the scene and directs others;promptly collects and secures evidence.
D. Assists victims and other innocent parties involved.
E. Initiates investigation and apprehension of individuals as appropriate.
6. Performs community education/relations activities.
A. Instructs public on crime prevention.
B. Directs, supervises, or conducts public safety presentations in schools,hospitals, and
other public places.
C. Directs and develops public safety materials and programs.
D. Disseminates printed public safety and crime prevention information.
7. Performs patrol duties.
A. Performs patrol and traffic enforcement duties as directed.
B. Responds to emergency and non-emergency situations as directed.
C. At the direction of the Police Chief,remains available to assists in all other aspects of
police work.

Minimum Qualifications
❑ Two-year law enforcement related degree.
❑ Valid full-time POST license.
❑ Emergency medical responder certification.
❑ Valid driver's license.
❑ Must meet all state-mandated requirements and local policies, such as a physical examination
and criminal background check.
❑ Five years full-time with the Elk River Police Department (of which the candidate shall have
served at least four school years as a Juvenile Liaison Officer) or three years full-time with
the Elk River Police Department and three years full-time police experience with another
agency (of which the candidate shall have served at least four school years as a Juvenile
Liaison Officer or similar position).

Position Summary
The Investigative Assistant works under the direct supervision of the Adult Detective Sergeant.
Provides investigative, administrative, clerical, and transcription support to the police department
with an emphasis on the detective unit.
Essential Functions
1. Prepares cases and legal documents for the purpose of requesting charges for felony,gross
misdemeanor, and misdemeanor level offenses.
A. Completes case file assemblies (CFA) for submittal to the County or City Attorney's
Office.
B. Submits CFAs through eCharging.
C. Processes and files eCharging search warrants.
D. Prepares and submits subpoena requests to the County or City Attorney's Office.
E. Runs criminal history checks as requested and/or for inclusion with case
submissions.
2. Gathers and disseminates data and intelligence.
A. Prepares and disseminates crime alerts through various systems (i.e. Regional
Criminal Tracking and Analysis Group (RCTAG),Tri-County alert system), as well
as monitors those systems for pertinent data.
B. Conducts searches within the Thomson Reuters CLEAR system and other
intelligence databases at the request of the assigned detective.
C. Conducts searches within, and entries into the Automated Pawn System (APS).
D. Searches various web-based sites for data to support investigations.
E. Inputs data in the ATF e-trace website.
F. Provides analytical,physical, and/or coordination assistance during major case
investigations.
G. Gathers reports from, and/or disseminates reports to, other law enforcement
agencies or partner disciplines.
3. Performs property and evidence duties.
A. Intakes and processes property and evidence.
B. Transports evidence to and from the Bureau of Criminal Apprehension (BCA)
laboratory or Midwest Regional Forensics Laboratory (MRFL).
C. Completes,processes, and receives paperwork and lab reports related to evidence
submitted to a laboratory.
D. Responds to requests for property/evidence release and requests from attorneys for
discovery.

4. Performs various support duties as assigned.
A. Obtains medical records from hospitals, clinics, and other health professionals.
B. Types paperwork and correspondence related to forfeitures,predatory offender
registrants, and other assigned clerical duties.
C. Obtains and reviews video evidence.
D. Facilitates the examination of electronic devices for items of evidentiary value.
E. Transcribes reports and statements as needed.
F. Assists detectives with presentations.
G. Monitors the Project Lifesaver clients and assists as needed.
H. Provides complete and credible testimony in court.
5. Performs other essential job duties.
A. Regular and timely work attendance.
B. Follows all safety procedures.
C. Participates in safety training.
Required Knowledge, Skills, and Abilities
❑ Knowledge of all standard office equipment.
❑ Knowledge of law enforcement and prosecutorial procedures.
❑ Skill to accurately type 60 words per minute.
❑ Ability to pass all State certifications.
❑ Ability to maintain confidentiality of sensitive material.
❑ Ability to organize and prioritize workload.
❑ Ability to establish effective working relationships.
Minimum Qualifications
❑ Associates degree in criminal justice/law enforcement, forensic science, or related field.
❑ State certification of Criminal Justice Information System or ability to obtain within six
months of date of hire.
❑ Valid driver's license and good driving record.
Preferred Qualifications
❑ Experience with a law enforcement agency.
❑ Experience with property/evidence handling and processing.
❑ Knowledge of the Minnesota Government Data Practices Act.
❑ Bachelor's degree in criminal justice/law enforcement forensic science, or related field.
