Action Requested
Approve,by motion, a resolution agreeing to provide the local match of the two proposed trail gap
segments along County State Aid Highway (CSAR) 12 (181st Avenue) and CSAR 13 (Twin Lakes Road)
and to maintain both trail segments for the duration of their useful life, subject to award of federal
funding from the Transportation Alternatives 2024 federal funding solicitation.
Background/Discussion
On December 2, 2019, the City Council authorized the application for Transportation Alternatives (TA)
2024 federal funding solicitation for the following trail gap segments:
1. Along the north side of CSAR 12 (181st Avenue) from Nixon Street to County Road (CR)
40 (Cleveland Avenue), and
2. Along the east and south sides of CSAR 13 (Twin Lakes Road) from Trott Brook Parkway
to CR 40 (Cleveland Avenue)
As part of the application process, the sponsoring agency (City of Elk River) must pass a resolution
agreeing to provide project funding and agreeing to maintain the trail segments for the duration of their
useful life. Per the current Sherburne County Cost Participation Policy, the city is responsible for all costs
associated with the construction of new trails and/or sidewalks and the ongoing maintenance when
located within county right of way.
The TA program will fund up to 80% of eligible project construction costs up to a maximum of
$800,000. The city would be responsible for the design costs, any right of way costs and the 20% match
for construction costs.
Financial Impact
Staff has estimated the total project costs to be $60,000 for design, $50,000 for right of way needs and
$1,060,000 for construction for a project total of$1,170,000. The city's cost for the project is estimated at
$370,000. The city's costs are anticipated to be paid through the Active Elk River bond proceeds
identified for trail improvements.

A Resolution of the City Council of the City of Elk River Agreeing to Provide
Local Match Funding and Maintenance for the two Trail Gap Segments for
the Transportation Alternatives 2024 Federal Funding Solicitation Process
Application
WHEREAS, the Central Minnesota Area Transportation Partnership (ATP-3) is soliciting
project submittals for federal funding under the Fixing America's Surface Transportation
(FAST) Act in fiscal year 2024; and
WHEREAS, these federal programs fund up to 80 percent of project construction costs
up to a maximum of$800,000; and
WHEREAS, federal funding of projects reduces the burden on local taxpayers for regional
improvements; and
WHEREAS, non-federal funds (local match) must be at least 20 percent of the project
construction costs; and
WHEREAS, project submittals are due on January 3,2020; and
WHEREAS, on December 2,2019, the City Council of Elk River authorized the
application submittal for the Transportation Alternatives 2024 Federal Funding Solicitation
for two trail segments:
1. County State Aid Highway (CSAR 12) (181st Avenue) from Nixon Street to
County Road 40 (Cleveland Avenue)
2. CSAR 13 (Twin Lakes Road) from Trott Brook Parkway to County Road 40
(Cleveland Avenue); and
WHEREAS, all proposed trail segments are consistent with the adopted City of Elk River
Parks Master Plan and adopted Master Trail Plan; and
WHEREAS, the City of Elk River is responsible for the maintenance of the two trail
segments for the duration of their useful life; and
WHEREAS, the estimated project costs are $60,000 for design, $50,000 for right of way
and $1,060,000 for construction for a total of$1,170,000; and

WHEREAS, the city of Elk River would be responsible for all design ($60,000), right of
way ($50,000) and a minimum of a 20 percent local match of project construction costs
($260,000) for an estimated total of$370,000; and
WHEREAS, subject to federal funding award, the City Council of Elk River would be
asked to consider authorization to execute a grant agreement at a future meeting.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River,Minnesota, as follows:
1. The City Council of Elk River, subject to federal funding award, agrees to
provide the non-federal local match of at least 20 percent of the project
construction costs and all necessary design and right of way costs for the project.
2. The City Council of Elk River, subject to federal funding award, agrees to
maintain the two trail segments for the duration of their useful life.
