Gary Street Water Tower Rehabilitation Bids
ACTION REQUESTED:
Award the Gary Street Water Tower Rehabilitation Bid to Elevation Coating, LLC for the amount
of $267,900.00.
BACKGROUND:
The Gary Street Water Tower was originally constructed and painted in 1995. The exterior of
the tower was reconditioned in 2011, the interior paint coating was only spot repaired at that
time. The interior dry section of the tower was reconditioned in 2015. The interior wet section
of the tower is scheduled to be reconditioned in 2020. We went out for bids early with the
expectation that we would receive better than average bids.
DISCUSSION:
The bid opening was December 9, 2019 at 1:00 p.m.; nine bids were received. The low bidder
was Elevation Coating, LLC with an amount of $267,900.00. Staff and Short Elliot Hendrickson,
Inc. (SEH) recommend awarding the bid to the lowest bidder, Elevation Coating, LLC, for the bid
amount of $267,900.00. Attached is the bid tabulation and letter of recommendation.
FINANCIAL IMPACT:
As presented above. There will also be some additional costs associated with engineering and
inspections for the project which are included in the 2020 budget.

high of $543,770.00 to a low of $267,900.00. The low bid was submitted by Elevation Coating, LLC.

The low bid received was submitted by Elevation Coating, LLC, of St. Cloud, Minnesota in the amount of $267,900.00.
In reliance on our experience with Elevation Coating, LLC and/or materials and information provided by the
contractor, we have determined that 1) they have a sufficient understanding of the project and equipment to
perform the construction for which it bid; and 2) according to their bonding agent they presently have the financial
ability to complete the project bid. SEH makes no representation or warranty as to the actual financial viability of
the contractor or its ability to complete its work.
As part of its bid Elevation Coating, LLC has identified a project schedule with commencement beginning May 11,
2020 and a substantial date of June 29, 2020.
Accordingly, we recommend the project be awarded to Elevation Coating, LLC in the amount of $267,900.00.
