Background/Discussion At the December 17 meeting, Council passed an ordinance to repeal and replace animal regulations. The ordinance is seven pages and would be costly to publish in the legal section of the paper. Financial Impact Summary publication of the ordinance will save on publication costs. Attachments ■ Resolution The Elk River Vision A PehoMing community 2a itb revolutionary and spirited resourcefulness, exceptional POWERED By service, and community engagement that encourages and inspires prosperity INAWRE1 City of Elk River Councilmember introduced the following resolution and moved its adoption: Resolution 20- A Resolution of the City of Elk River Approving Notice of Summary Publication of Ordinance #19-25 An Ordinance Repealing and Replacing Chapter 10 Relating to Animals of the City of Elk River, Minnesota, City Code. WHEREAS, on December 16, 2019, the Elk River City Council adopted Ordinance 19-25 repealing and replacing Chapter 10 of the Elk River Code of Ordinances; and WHEREAS, the changes eliminated pet licensing, eliminated discrepancies within the chapter, matched definitions of kennel and animals to zoning code,includes more animals then dogs and cats, eliminated cat kennels, created a quantifiable measurement for noisy animals, established rules for pet waste cleanup,incorporates state law regarding dangerous dogs, and created criteria for assisting animals left in motor vehicles; and WHEREAS, a copy of the full text of the ordinance is available for inspection by any person at the office of the Elk River City Clerk, 13065 Orono Parkway, during regular business hours; and NOW, THEREFORE, BE IT RESOLVED by the City Council,by at least four-fifths vote, authorizes the publication of the title and summary of Ordinance19-25. The motion for adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof- and the following against: ,whereupon said resolution was declared duly passed and adopted.
