4.1. HPSR DRAFT MINUTES 01-16-2020 Special Meeting of the Heritage Preservation Commission Held at Elk River City Hall Thursday, July 25, 2019 Members Present: Chair Debra Mortensen (6:15 p.m.), Tony Mauren, and Lance Lindberg Members Absent: Vice-Chair Joshua Fox, Commissioner Griffiths Others Present: Senior Planner Chris Leeseberg; Council Liaison Jennifer Wagner 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Heritage Preservation Commission was called to order at 6:17 p.m. by Chair Mortensen. 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Consider July 25, 2019, Agenda Moved by Commissioner Mauren and seconded by Commissioner Lindberg to approve the July 25, 2019, agenda. Motion carried 3-0. 4. Minutes of April 18, 2019, meeting Moved by Commissioner Mauren and seconded by Commissioner Lindberg to approve the April 18, 2019, HPC meeting minutes. Motion carried 3-0. 5.1 Jackson Street Water Tower Mr. Leeseberg updated the commission the preliminary ??? was submitted earlier in the day to the state historical society for initial comments. He indicated the final ??? needs to be submitted by September 13, 2019 and the city should know the results by mid-November. 5.2 Discuss Website Article Mr. Leeseberg noted because of Vice-Chair Fox’s absence, there would be no update Heritage Preservation Commission Meeting Elk River City Hall July 25, 2019 on the Website Article. Commissioner Mauren stated he would have his article ready for the October meeting. 5.3 Oral Histories Mr. Leeseberg handed out information shared with past commissioners and a ??? form. He instructed the commissioners they need to have them sign the ??? form if they were to obtain recordings of people. 5.4 Cemetery Tour Chair Mortensen provided an update on what her visions of the cemetery tour would be. The commission discussed which cemetery, or both, should be used and decided to have the tour at Orono Cemetery. It was decided to have the tour early October. Mr. Leeseberg noted October was only 3 months away and asked what the plan was for the event. Chair Mortensen indicated she would visit the cemetery in the next week and will have a “script” for 20 sites/names to city staff by August 5, 2019. Chari Mortensen asked where all the cars would park. Mr. Leeseberg said there was enough parking on site. 6.
