SUBJECT: Regular Meeting of the Elk River Heritage Preservation Commission

Here is a brief introduction of the items on the agenda for Thursday, January 16, 2020, at 6:00
p.m. at the Elk River City Hall. The agenda is included with this memo.
General Business
5.1 Jackson Street Water Tower
The city has been awarded a grant in the amount of $136,367 to help fund the restoration
and painting of the Jackson Street Water Tower. Staff will meet with a representative from
Kodet Architecture on Friday January 17, 2020, to discuss their assistance with the next
steps of the project. Kodet assisted the city with the architectural plans (last grant) that
allowed us to qualify for the grant. If any commissioners would like to join staff, the
meeting will be at approximately 2:30 p.m. this Friday.
5.2 Discuss Website Article
The next website article that had been scheduled to be posted was part 2 of the Hungarian
immigration to Elk River. Commissioner Mauren has also submitted the attached article
for review. Please review the attached article and brainstorm ideas for the next article.
5.3 Oral Histories
We will discuss the next steps with this project. Commission Lindberg has inquired about
video and audio recording equipment, both of which can be made available for an
interview.
5.4 County/ History Center Partnership
The city’s HPC had historically had a representative from the Sherburne County History
Center attend each meeting. Is the commission interested in reviving a similar role? Or is
there a large opportunity here?
5.5 Bylaws Discussion
During the December 16, 2019, Council meeting there was discussion regarding the role of
the HPC, meeting logistics, Council reporting, and other opportunities for change within
the HPC. The City Council has updated the city’s ordinance as it relates to the HPC and

broadened the opportunity for leeway with the commission. The change allows the HPC
to establish their own bylaws governing their operation. Some of these will include
meeting frequency, number of commissioners, residency requirements, Council reporting,
the role of the Commission, etc. This discussion will begin the framework for formally
adopting the bylaws.
