Discussion of the GRE power plant Mississippi River intake area for a potential recreation site.
Recommend, by motion, acquiring the GRE Mississippi River intake area for a recreation site maintained
by the city
Background/Discussion
The GRE power plant site is currently being prepared for demolition following decommissioning. This
includes dismantling the intake pipe from the Mississippi River to the power plant currently under Hwy
10. The portion of the pipe under the highway will be filled during the clean up this spring. GRE
approached staff for a possible reuse of the water intake area on the Mississippi River across from the
plant.
The intake area has a platform that people use for fishing and observations of the Mississippi River. GRE
would like to know if the city might be interested in taking responsibility for the repair and maintenance
of the area for recreation purposes. This area could be accessed from Babcock Park with a trail. MnDOT
plans to cut off any vehicular access to the platform but we could ask for a protected trail connection
from Babcock.
Financial Impact
Any repairs or maintenance of the site will become the responsibility of the city.
