Discussion of the proposed CSAH 12 road access to Hillside Park
Background/Discussion
The Parks and Recreation Commission met on January 15 to discuss the proposed CSAH 12 project and
driveway access to Hillside Park. On January 21, 2020, the City Council and the Commission held a joint
meeting to discuss concerns with a proposed right in/right out access and options to retain full access.
The preferred option was off of Tyler Drive, just south of CSAH 12. Council directed staff to begin
preliminary design, discuss cost participation with Sherburne County and solicit public input.
The Tyler Drive option does require a driveway easement from the adjacent private property owner (west
side of the park). Staff met with the owner (Master Community Association Board) to discuss the
proposed Hillside Park access. The board members were not supportive of the Tyler Street access. They
felt it will increase traffic and introduce other issues into their neighborhood. From a board approval
standpoint, a decision would require a vote by the Master Association (made up of 3 HOAs) which will
not happen by the time of construction, currently scheduled for this spring.
City Council discussed this on February 3 and directed staff to request additional time from the county to
review an option under the east-west transmission power lines (located in center of the park) and
continue communication with Master Community Association Board.
