Background/Discussion
Case No. CU 20-02 - The applicant seeks a CUP to operate a home -based
business to sharpen and repair cutting tools. The business will occur in an
accessory structure with no employees, parking needs, outdoor storage, or
signage. The hours of operation will be 8 a.m.- 5 p.m., Monday — Friday.
Planning Commission Meeting
Two residents requested more information at the public hearing about the
proposed business and cited concerns with noise, odors, and traffic.

The applicant stated products are delivered via UPS, FedEx, and USPS and ;, 9
that he will install a dust collection system. His noted his sharpening tools
are not the typical hand/bench grinder type tools typically found in a:
garage and said his business has a mobile component to sharpens tools on
site at hair salons and dog groomers. He said he has no concerns with the Figure
condition proposed. The Planning Commission agreed with the recommended condition and unanimously
recommended approval of the CUP.

Recommend, by motion, approval of the Conditional Use Permit
with the following conditions to satisfy the standards set forth in
Section 30-654:
1. All openings to the accessory structure be closed when the
operation of tools, associated with the business, are utilized.
Background/Discussion
The property is zoned R1-c (Single Family Residential) where home
occupations run out of an accessory structure (attached garage)
require a Conditional Use Permit (CUP).
The applicant is seeking a CUP to operate a home -based business
where they will sharpen and repair cutting tools. The business will
occur in an accessory structure, and will not have any employees,
parking needs, outdoor storage, or signage. The hours of operation
will be Monday through Friday between 8:00 a.m. and 5:00 p.m.
The closest house, on the garage side of the subject parcel, is
approximately 160' away from the subject garage. The house to the
south is approximately 145' feet away from the garage but the house
of subject parcel acts as a buffer.
Applicable Regulations
In approving a Conditional Use Permit, the council may impose such specific conditions with regard to
the development or operation of the proposed use as it considers necessary to satisfy the seven standards
set forth in Section 30-654 and the requirements contained in this article, and to promote compatibility
with and minimize any potentially adverse effects upon adjacent properties, the neighborhood or the city.

The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location:

Description of Project Narrative

I currently have a home -based sharpening and repair business at my home in FL. I have recently bought
a house in Elk River and I want to continue my business in my new home at 931 Elk LN NW.
I sharpen and repair cutting tools. I have no employees. Most of my work comes through the mail or
UPS. Other times I visit local groomers, stylist, butchers, etc. to retrieve the work. All of the work will be
done in the third garage that will be used as a work shop. There will be no additional building. There will
be no parking stalls as this is not a storefront business. I will not be using any signage. There will not be
any outside storage.
I work normal business hours Monday through Friday between 8:00 and 5:00. My work will be done in
the garage/workshop and there should be no noticeable change to the neighborhood.
I am looking forward to living and working in Elk River.
