EDSR 02-18-2020 Request for Action To Item Number Economic Development Authority 7.2 Agenda Section Meeting Date Prepared by General Business February 18, 2020 Amanda Othoudt, ED Director Item Description Reviewed by Public Art Proposal Cal Portner, City Administrator Reviewed by Action Requested Approve, by motion, a public art proposal by Matthew Coppersmith of Coppersmith Customs. Background/Discussion At their July 15, 2019, meeting, the EDA approved the RFP for a public art installation. The RFP was posted and delivered to a master list of artists in and around the Central MN Arts District. At their January 23, 2020, meeting, the Public Art Subcommittee reviewed two proposals. The consensus of the committee was to invite Matthew Coppersmith of Coppersmith Customs to discuss his proposal in greater detail. The committee wanted more information on potential locations, the size, detailed itemization of costs and maintenance, and discuss the design and engineering of the art installation. Mr. Coppersmith presented this information on February 6. The subcommittee discussed the location of the public art display. The consensus of the group was to ask for the property owner’s permission to display it front of the Granite Shores building. The property owner has since agreed to the location and display of public art. The subcommittee requested to see a final mockup of the public art display prior to the EDA meeting on February 18. Provided the Public Art Subcommittee is comfortable with the final design, they will be ready to move forward with the submission of a public art grant to the Central MN Arts Board. Staff will provide an update to the EDA. Financial Impact The EDA budgeted $5,000 in 2020 as a matching grant for a public art installation at their June 17, 2019, meeting. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority Public Art Sub-Committee was called to order at 3:00 p.m. by Dan Tveite. 2. Consider Agenda Moved by Jennifer Wagner and seconded by Sharon Tracy to approve the agenda. Motion carried 5-0. 3. Consent Agenda 3.1 January 23, 2020, Meeting Minutes Moved by Sharon Tracy and seconded by Ann McCormick to approve the consent agenda. Motion carried 5-0. 4. General Business 4.1 Public Art Proposals Ms. Othoudt presented the staff report. Matthew Coppersmith, of Coppersmith Customs presented his proposal to the sub- committee which included important detailed information on potential locations, size, itemization of costs, maintenance, design and engineering of the art installation. The sub-committee discussed potential locations with Mr. Coppersmith. The consensus of the group was to locate the public art in front of the Granite Shores building and obtain permission of the property owner. The sub-committee directed Ms. Othoudt to invite Matthew Coppersmith, of Coppersmith Customs to present his final public art mockup to the subcommittee prior to the EDA meeting on Tuesday, February 18, 2020 at 5PM. 5.
