ER 18022128 Arson 2018- Hillside 10801 181st 2018-10 The complainant reported someone had burned a piece of a 10-21 City Ave -21 wooded ramp in section 1 of a bike trail at the mentioned Park NW park. Officer observed the cited male sitting at a picnic table in the park near the parking lot. As I pulled up and spoke with him, he stated he was "rolling a cigar." I observed a cigar wrapper on the table atop a clear plastic baggie with another baggie that contained what appeared to be tobacco along with a tobacco package on the table. In front of the cigar, on the plastic baggie was a green leafy substance that appeared to be marijuana. When asked, he covered it up and pretended it wasn't there. The green leafy substance smelled like marijuana along with a small chunk in another baggie. He admitted it was marijuana. The male ID'd by a NY DL but is living at the MN address on his MN ID. He was cited for small amount of MI and the MJ was entered into evidence. End of report. Employee reported a storage unit was spray painted with graffiti at mentioned park. The incident was captured on a Trail Cam. Total estimated damage: $300. See report. [Officer 611; Citation 710237810101] Suspect admission to damage to property. Report that the back window had been broken on the listed vehicle while it parked in the parking lot of the listed location. Upon arrival, I found that the vehicle had been parked around 1922 hours and when they returned the back window had a small hole and was completely covered in spider web cracks. The vehicle was also covered in fresh dirt and there was a circular rut in the dirt parking lot that appeared new. No suspects. Report dictated with iCrimeFighter. iCrimeFighter photos added to Media. #663 181st 2018-09 I responded to a traffic complaint where the complainant said Ave -30 that her ex-husband, who she believed was intoxicated, left NW her residence with their children in a gold sedan. Dispatch advised that they were located at Hillside City Park. I arrived and made contact with the adult male who displayed signs of intoxication. The children where picked up by their mother and the male was run through SFST's. The male provided a PBT sample resulting in a reading of .248 BAC. I arrested the male and later charged him via formal complaint with 2nd Degree DWI due to having children in the vehicle and providing a DMT result of .23 BAC. The male was booked into Sherburne County Jail on the gross misdemeanor charges. The male's vehicle and license plates were seized. See dictated report. J 10.01.18 Impound Forfeiture Letter Mailed to R/O. #664 2017- 181st The caller reported a possible brush fire at the listed park. 02-05 Fire Hillside 10801 Ave-017-02 Officers responded and spoke with ERFD on site completing a 2-05 Park NW 05 controlled burn. I checked 181st 2018-02 on the piles which were smoldering but no active flames. All 10801 Ave -16 vegetation in the area had been cleared out and there were no NW structures close by. Parks Department had been burning during the day but had not added anything to the piles since 1200 hours. End. I received a radio call for an bicycle in the brush and tall grass 181st 2017-09 in the parking lot of the listed park. I brought the listed bicycle 10801 Ave -25 back to the PD and placed it into evidence as found property. NW End. 181st I received a phone call from a park employee advising he had 10801 Ave 2017-10 found a bike in the tall grass on the previous Monday. He had -13 moved it to the dirt road but no one had claimed it. I brought NW the Roadmaster bike to the department as found property. Parks Department employee was mowing along the trail near 181st 2018-06 the park entrance and located a black nylon case containing 10801 Ave -11 drug paraphernalia. I brought it to the police department for NW destruction. 181st 2018-08 Reporting party found keys while on a walk at the listed 10801 Ave -17 location. NW Found/Recovered 2018- Hillside 181st Property 09-30 City 10801 Ave Park NW i ER 1EI021922 Found/Recovered Property While at Hillside Park waiting for a tow, officers located an abandoned bike bag in the parking lot. There were no 2018-09 markings for an owner so officers were unable to locate an -30 owner. Inside the bag were Band-Aids, wipes, wrappers and an odometer. Officers placed the bag into the Elk River Police Department Property Room. Officer located a Garmin GPS device and stand in the bathroom at the captioned park. Checked history in the 2018- Hillside 181st 2018-10 device which showed mainly businesses and no date/time 10-18 Park 10801 Av -18 stamps. No home location listed in the device. One address listed in ER, but no recent contacts. Attempted contact with former party at the ER address, but no answer and unable to leave a message. Item into evidence as found. ER 17018415 Hunting Permit 2017- Hillside 10801 181st 2017-09 I reviewed and approved the applications from the two 09-11 City Ave -11 mentioned males to archery hunt for deer in the listed park. Park NW They are part of the city park hunt this year and were approved by the Parks Director. Back Tags #61 and #62 were issued. The complainant stated he has the Juvenile 2018- Hillside 181st 2018-07 GPS active on his son's phone and believes his son is at the ER 18015364 Complaint 07-25 City 10801 Ave -25 listed park. I checked the listed park and did not locate the Park NW juvenile. I tried to call the complainant a second time and was unable to make contact. End. Update - I spoke with the boy's father on 07-25-18 and he requested we keep an eye on Walmart for his son and cite him for Curfew, if applicable. Father wanted to remain anonymous. ER 19017456 Juvenile 2019- Hillside 10801 181st 2019-09 Dispatched to mentioned area on report of two juveniles riding Complaint 09-03 Park Ave -03 bikes who look like they should be in school. Spoke with and NW identified both mentioned juveniles and spoke with parents, juveniles waiting to get school enrollment information, new to area, parents aware they were out biking. Received a radio call for a vehicle lockout at listed park. 181st ER 17020240 Lock Out 2017- Hillside 10801 Ave 2017-10 Unlocked vehicle MN 909MPJ at request of the complainant 10-07 Park NW -07 without causing damage to the vehicle. Lockout tag #10407 was issued. Radio call of dumping complaint. Party throwing garbage into 181st park dumpster was confronted by comp during activity. Made ER 17016297 Miscellaneous 2017- 10801 Ave 2017-08 phone contact with suspect who believed it was ok due to no Complaint 08-12 -12 signage visible preventing it. Directed party to return and remove the several boxes and old chair which he had Miscellaneous 2017-08 deposited. Subject complied, verbal warning. End. I received a radio call to call the complainant regarding parking ordinances in the city. I spoke with the complainant 181st who stated she had her vehicle towed from the listed park to ER 17025142 Miscellaneous 2017- Hillside 10801 2017-12 herresidenceand has it parked on the street in front of her Officer 12-14 Park NW -14 residence. I informed the complainant of the winter parking ordinance and the 24 hours parking ordinance for the city. The complainant told me she would have the vehicle moved in accordance. End. Complainant reported that mentioned male had set up a tent Hillside 181st in listed park after he was evicted from his apartment. ER 19006050 Miscellaneous 2019- City 10801 Ave 2019-03 Additional information was the male had been Officer 03-26 park NW -26 arrested and his mother requested the complainant respond to the park and remove the tent. She wanted to know if this was 10801 181st2017-06 Ave alright and she was informed that it was fine. End. Upon approaching the vehicle I observed a male and femaleinthe back part of the SUV quickly sit up. The male was laying underneath a blanket and did not appear to have a shirt on. The parties were warned for i being in the park after hours and advised of the possible consequences of their actions. End of report. I made contact with the driver who stated he was just off work and had stopped quick to play Pokemon Go. Driver was clear and stated he would head 181st home. Driver advised of park hours. End. I was on patrol and located the listed vehicle in the listed ER 20000319 Suspicious 2020- Hillside 10801 Ave 2020-01 park.
