Action Requested
Recommend, by motion, approval of the Conditional Use Permit
allowing improvements and modifications to the Elk River High
School and Multi-Purpose Center Parking lot, with the following
conditions:
1. Staff approval of updated plans addressing comments outlined in
the staff comment letter dated January 15, 2020.
2. The CUP will not be recorded until impacted property owners
agree to required easement or right-of-way transactions.
Background/Discussion
The applicant is proposing to modify and expand the parking area
located between Elk River High School, the multi-purpose facility,
and VandenBerge Middle School. Additionally, the proposal
relocates the current signal from its location at Lions Park Drive to
the new driveway location aligning with the west entrance of Central
Lutheran Church. The stormwater pond in the current parking lot is
relocated to an expanded pond in Lions Park.
Comprehensive Plan
The Comprehensive Plan guides the area for Public/Institutional
uses, which is consistent with the proposed development
Site Plan
Updated site plans remove the existing stormwater pond to expand the parking area. The lot has 2 to 3
one-way drive lanes around the perimeter, improving safety by separating the parking area from the bulk
of vehicular traffic. The outside lane is designed for drop-off/pick-up at the high school and the multi-
purpose facility. The parking area includes two raised sidewalks to separate pedestrian traffic from the
cars. The areas where pedestrians cross traffic lanes include raised speed tables to slow traffic.
The Elk River Vision

However, the most significant change to the parking lot is the relocation of the traffic signal from Lions
Park Drive to the west. The new signal aligns with the west entrance to Central Lutheran Church and
removes the two driveways currently used for high school traffic. A non-signaled right-turn lane for west-
bound School Street traffic allows drivers to enter the drop-off/circulation lane prior to the signal,
leaving most traffic at the signal for east-bound traffic. Pushing both entrances to the west will also
reduce the likelihood of traffic back-ups onto School Street during the busiest pick-up/drop-off times as
the queuing lane is much longer.
Driveway access to VandenBerge is now condensed to one location. The proposed plan reduced the
number of driveways serving the school district along School Street and should improve safety and
mobility during the morning and afternoon pick-up/drop-off times.
Engineering and Utilities
There has already been significant utility work in the area to relocate the stormwater pond, expand the
existing pond at Lion’s Park, and facilitate development of the multi-purpose facility on the north end of
the parking lot. This work will continue as the school district completes their parking lot improvements.
Applicable Regulations
Conditional Use Permit/PUD
The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location:
1. Will not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate vicinity or
the public health, safety, morals, comfort, convenience or general welfare of the neighborhood or the city.
The application seeks to improve safety and functionality of the parking area serving city and ISD 728
facilities. The improvements will improve the use and enjoyment of other properties in the immediate
vicinity of the project area. Relocation of the signal will require easements or right-of-way expansion.
Agreements with the impacted property owners must be reached prior to construction or recording of
the CUP.
2. Will be consistent with the comprehensive plan.
The property is guided for Public/Institutional uses and the proposal is consistent with the
Comprehensive Plan.
3. Will not impede the normal and orderly development and improvement of surrounding vacant property.
The proposed modifications and improvements will not impede development of surrounding vacant
property.
4. Will be served adequately by and will not adversely affect essential public facilities and services including streets, police
and fire protection, drainage, refuse disposal, water and sewer systems, parks and schools; and will not, in particular,
create traffic congestion or interference with traffic on adjacent and neighboring public thoroughfares.

The proposed institutional use will not involve uses, activities, processes, materials, equipment, or
conditions that will be detrimental to other properties.
6. Will not result in the destruction, loss or damage of a natural, scenic or historic feature of major importance.
The subject site is fully developed, and the proposal will not result in the destruction of scenic or
historic feature of major importance.
7. Will fully comply with all other requirements of this Code, including any applicable requirements and standards for
the issuance of a license or permit to establish and operate the proposed use in the city.
The conditions included in the recommendation for approval ensures the project will fully comply
with all requirements of this code.
In reviewing the standards for approval of a Conditional Use Permit the proposed project meets the
standards and is recommended for approval with the outlined conditions.

With a recommendation from the Planning Commission, the City Council will review the proposal on
March 2, 2020.

Dear Mr. Baranick:
City staff has reviewed the documents submitted as part of the Conditional Use Permit application to
reconfigure the existing parking lot at Elk River High School, install new site lighting, and move the
traffic signal from School Street and Lions Park Drive. Please review the following comments and
provide a response letter. Any unaddressed comments will be incorporated into conditions of approval.
1. Three traffic lanes providing drop-off/pick-up on the west side of the building has the potential to
create a hazardous situation. What is the plan to ensure pedestrian safety during these busy times
(which lanes will be for drop-off/pick-up, staffing to direct traffic, etc)?
2. Are there plans for additional signage to show which lanes are for drop-offs and which lanes will be
through lanes? Have additional speed tables or other traffic calming measures been considered to
ensure vehicles do not move at an unsafe speed along the perimeters?
3. Please delineate the parking areas that will be reserved for the multi-purpose center during school
hours.
4. What plans have been put in place to accommodate employee parking for the multi-purpose center,
deliveries, maintenance services, visiting team busses, emergency vehicle circulation etc? Please
describe how these user groups will be accommodated within the proposed plan.
5. Please respond to the following public safety concerns as they relate to relocation of the traffic signal.
a. Residents and students from 1001 School St (apartment complex), 1105 Lions Park Drive
(apartment complex) and Lions Park use the current intersection to safely cross back and forth to
the School across a 4 lane, undivided primary roadway.
i. Residents and students from 1001 School St and Lions Park will most likely continue to cross
there after the semaphore is moved further west from their building. Human nature is not to
walk a block west, cross at a controlled intersection, then walk a block back east to access the
school when it is directly across the road from their house or park. This is why there is a
“jaywalking” statute. This creates a danger to the residents and students trying to navigate 4
lanes of traffic, even with a flashing crosswalk. It also creates a danger to 4 lanes of vehicular
traffic while trying to avoid the students by sudden stops, swerving, or hitting a student. This
is now more of a problem as you have a semaphore controlled intersection and a flashing
light crosswalk within a few hundred feet of each other. The motorists travelling through are
now navigating two pedestrian crossing areas in close proximity.
ii. Residents and students of 1105 Lions Park Drive currently cross at the semaphore at Lions
Park Dr. If the semaphore is moved to the west entrance of Central Lutheran, those
pedestrians will more than likely walk straight north from their building and cut through the
west lot of Central Lutheran Church. This presents problems with potential trespassing
issues and pedestrians walking through a busy parking lot where staff and customers of the
daycare park and drop off/pick up children. It could also interfere with vehicular traffic
entering and exiting the church for a funeral.
iii. Student athletes and coaches will now have to cross School St to access Lions Park and the
softball fields, and then cross back. These practices generally take place after school, during
rush hour times. They will most likely be crossing at the flashing intersection at Lions Park
Drive, not the safer option of the semaphore controlled crossing further west, and this is
dangerous for the same reasons listed above.
b. Residents of 1001 School St, 1105 Lions Park Dr, and visitors to Lions Park currently have a
semaphore controlled intersection to safely enter and exit their residences, and the park, from a 4
lane, undivided roadway. If the semaphore is moved to the west, they will lose that safety.
c. Moving the semaphore controlled intersection further west, and close to Proctor Av, will have a
direct impact on traffic flow on Proctor Av. Proctor Av is an undivided, 4 lane, major
north/south roadway connecting the northern half of Elk River and Sherburne county to the
schools, parks, Hwy 10 and Hwy 169. The intersection of Proctor Av and School St is one of the
busiest intersections in town during peak morning and evening school times and rush hour. It
will now see more congestion as there is much less room for staging on School St, which will in
turn back up both north and southbound Proctor Av.
d. The shorter staging distance on School St from the proposed location of the semaphore to
Proctor Av will have a direct impact on vehicular traffic of residents entering and exiting their
residences in 5 apartment buildings, 1109, 1111, 1115, 1175 and 1179 School St. Their only
access is off of School St in the new, shorter, staging area.
6. Please describe how the parking lot configuration complies with MN State Fire Code chapter 5 and
appendix D.
7. Have there been any considerations for adding electric vehicle charging stations or adding conduit
that could be utilized at a later date?
8. It is understood that the new lighting system utilizes smart LED technology to manage the light
levels at different times of the night. Automatic adjustments to the light levels may occasionally result
in situations where the city standards are not met but would be when motion is detected. No
concerns.

packet on January 28, 2020.

As required by the Conditional Use Permit (CUP), the following is a narrative describing the
proposed 2020 Elk River High School Parking Lot Improvements project and detailing the benefits
to the approval of this project by the Planning Commission and City Council.
Existin- Conditions:
The project is located at 900 School Street NW, just south of the Elk River Ice Arena, west of the
Elk River High School, and east of VandenBerge Middle School. The proposed project will include
the rehabilitation and reconfiguration of the existing parking lot, new site lighting, and the relocation
of the existing traffic light currently located at School Street and Lions Park Drive.
The existing high school parking lot is nearing the end of its useful life and needs repairs. Rather
than rehabilitating the parking lot to match the existing configuration, the School District is taking
advantage of this opportunity to address some of the fundamental safety and functionality concerns
with the current parking lot layout.
Currently, the existing parking lot has four access points to School Street, one near the main entrance
to the high school, one at the traffic light at Lions Park Drive, and two directly across the street from
the existing Church parking lot access. Due to the limited queuing available in the existing parking
lot and the increase in the number of parents dropping off their students, traffic during peak times
extends into School Street and east towards Jackson Avenue NW. This creates congestion and
safety concerns in School Street.
The current parking lot is laid out with an east/west access road that aligns with the old high school
loading dock. Due to the installation of a new loading dock installed in 2019 on the north side of the
high school, the existing loading dock is no longer in use, making the existing east/west road
unnecessary. In addition, the existing tennis courts north of the parking lot were replaced/relocated
in 2018 to be north of VandenBerge Middle School. The old tennis courts that are no longer in use
within the parking area will be removed as part of this project.

Proposed Conditions:
The proposed parking lot reconfiguration will take advantage of some of the recent changes to the
site (loading dock/tennis court relocation and Elk River Ice Arena addition) to improve overall safety
and traffic circulation for the site while increasing the total available parking.
Improvements to the site that will enhance the overall safety of the students and drivers includes the
following;
• Eliminating the four existing access points along School Street. There will now be one,
controlled access point (traffic light) to the site that lines up with the Central Lutheran
Church's west drive entrance. There will also be a right turn only access point to the site for
west bound traffic on School Street. A traffic study for the proposed conditions has been
performed by Wenck Engineers (included) and concludes the proposed traffic volumes will
operate at an acceptable level of service.
• Additional queuing space is created with the proposed site layout by increasing the drive lane
length from the access to School Street to the main entrance of the high .school. An
additional drop off lane is also being proposed to increase the number of cars that can queue.
• Providing a one-way drive loop around the parking lot to mitigate driver confusion and
"funnel" traffic to the lighted intersection.
• Providing speed tables (similar to speed bumps) at the main pedestrian crossing locations to
slow traffic in these areas.
In addition to the safety benefits the proposed parking layout provides, the number of parking stalls
for the site will be increased. The existing parking lot has 696 parking stalls at the High School/Ice
Arena (east of the existing pond) and 111 stalls at the VandenBerge Middle School (west of the
existing pond). Under proposed conditions the High School/Ice Arena lot will have 773 parking
stalls and the VandenBerge Middle School will have 85 stalls for a net increase of approximately 51
parking spaces. Note that the parking for VandenBerge Middle School is intended to be primarily
for staff and events.
To meet the City's requirements for landscaped islands in off-street parking area, the south and west
curb islands are proposed to be grass areas with an assortment of trees (refer to landscape plans).
Based on the City's ordinance, the total green area required for this parking lot is approximately
10,440 square feet. The landscaped islands being proposed total 13,000 square feet, meeting the
minimum requirement. Due to the number of trees elsewhere on site, no tree replacement or
landscaping is required; however, any trees being removed as part of this project will be replaced at
a 1:1 ratio.
Due to the distance the drive access is away from the main entrance to the high school, a monument
sign is being proposed near the proposed traffic light. Sheet C4.000 of the plan documents shows
the sign location and sheet A1.000 provides details/elevations. Additional traffic signage for the site
is being proposed including stop signs, ADA signage, pedestrian crossing, etc. Details for this
signage can be found on sheet C4.001.
This project will not impact the number of staff or students using the site and no screening or
outdoor storage is currently being proposed.

Conclusion:
The existing parking lot for the Elk River High School is nearing the end of its usable life and needs
repairs. Rather then replacing the parking lot to match the existing conditions, the School District is
taking advantage of this project to address some of the fundamental safety and functionality
concerns with the current site layout. The proposed improvements will improve safety for the
students and general public, while improving the traffic flow within the site and on School Street.
The proposed improvements will be an added benefit to the school and surrounding community.
