Background/Discussion The subject property is within the Elk Ridge Center at the southwest corner of Highway 169 and 197th Avenue. The applicant is proposing to construct a 60-unit apartment building. Park dedication was paid for the parcel back in 2006 as a commercial lot. The commercial rate, if paid today, would be $32,800. The rate for high density residential is $4,897.04/unit which equates to $293,822.40. Crediting the applicant with today’s commercial value, the balance of park dedication would be $261,022.40. It was determined back in 2006 no park land is desired in the development of Elk Ridge Center. An existing trail is located along the western edge of the subject site.
