VILLAGE OF ELK RIVER COUNCIL MEETING
April 21, 1941
A special meeting of the Village Council was held on April 21, 1941 in the Municipal Bldg at 2:00
P.M.
Members present:
M.C. Tesch, Mayor; E.L. Shadick, Frank Nickerson, and G.A. Bailey, Trustees; J.
Clinton Walker, Clerk
The president announced that this was the time and place for receiving bids for materials for sewers
and asked all bidders present to submit their bids unless they had already done so. Upon motion
duly made, seconded and unanimously carried, the Clerk was instructed to open and read the bids,
which were found to be as follows:

With the consent of the Council, Paul Pufahl Foundry Co for Proposal No. 4 was withdrawn as the
check of the company had not been certified.
Thereupon the bids were submitted to Mr. Duvall, representative of Toltz, King and Day,
Consulting Engineers, and he tabulated the bids and made the following recommendations:
That the bid of Harold R. Caley on Proposal No. 1 in the amount of $379.20 for 8 inch cast iron
pipe, being the lowest bid received, be accepted.
That the bid of the Elk River Concrete Products Company on Proposed No. 2 in the amount of
4497.08 for 12 inch concrete pipe being the lowest bid received, be accepted.
That the bid of the American Vitrified Product Co on the Proposal No. 3 in the amount of 4735.60
for clay sewer pipe, being the lowest bid received be accepted.
That the bid of Harold R. Caley for (a) of Proposal No. 4 in the amount of 1085.80, being the
lowest bid submitted for 400 pound manhole covers be accepted.
That the bid of Harold R. Caley for Proposal No. 6 for jute and lead be accepted as the bid of A.A.
Skalski Supply Co. was not itemized as required in the specifications.
That the bid of the Elk River Products Co on Proposal No. 7 for concrete manholes including the
manhole steps being (b) of Proposal No. 4 as part of such manholes be accepted.
That the bid of the Central Lumber Co for Proposal No. 9 for lumber for sheathing be accepted.
After receiving the recommendations of the engineer and upon motion duly made, seconded and
unanimously carried, the Council recessed to meet again at 7:00 P.M.
