VILLAGE OF ELK RIVER COUNCIL MEETING
April 21, 1941
A regular meeting was held at the Municipal Bldg on April 21, 1941 at 7:00 P.M.
Members present:
M.C. Tesch, Pres; Frank Nickerson, E.L. Shadick, and G.A. Bailey, Trustees; J.
Clinton Walker, Clerk
The Council then proceeded to consider the bids and recommendations of the engineers and
thereupon Mr. Shadick introduced the following resolution and moved its adoption:
Resolution
Be it resolved by the Village Council of the village of Elk River, Minnesota follows
(1) That the bid of Harold R Caley, Elk River, Minn, for Proposal No. 1 for 8 inch cast iron
pipe at the base price of $379.20 be and the same is hereby accepted and that the engineer be
directed to prepare a contract and submit same to this Council.
(2) That the bid of the Elk River Concrete Products Co. for Proposal No. 2 for 12 inch
concrete pipe at the base price of $4497.08 be accepted and that the engineer be directed to
prepare a contract and submit same to the Council.
(3) That the bid of the American Vitrified Products Company of Chicago, Illinois, for Proposal
No. 3 for clay sewer pipe at the base price of $4735.60 be accepted and that the engineer be
directed to prepare contract and that the Company furnish bond to guarantee completion of
the contract.
(4) That the bid of Harold R. Caley for (a) of Proposal No. 4 for 400 cast iron manhole covers
at the base price of $1085.80 be accepted and that the engineer be directed to prepare a
contract and submit same to this council.
(5) That the bid of Harold R. Caley for Proposal No. 6 for jute and lead be accepted and that
the engineer be directed to prepare a contract and submit same to this Council.
(6) That the bid of the Elk River Concrete Products Company for Proposal No. 7 for concrete
manholes, which will include as a part thereof case iron manhole steps called for under (b) of
Proposal No. 4, at the base price of $5242.90 be accepted and that engineer be directed to
prepare a contract and submit same to this Council.
(7) That the bid of the Central Lumber Company for Proposal No. 9 for lumber for sheathing
at the base price of $500.00 be accepted and that the engineer be directed to prepare a
contract and submit same to this Council.

Mr. Nickerson seconded the motion to adopt said resolution and upon roll call it was adopted
by the following vote: Ayes: E.L. Shadick, Frank Nickerson, G.A. Bailey, J. Clinton Walker, M.C.
Tesch. Nays: None
A motion was made by G.A. Bailey and seconded by Frank Nickerson allowing Mr. August Leider
$10.00 for Groceries.
Mr. Zimmer and Fosness asked to have the sewer extended by their property. They were told to
bring a petition signed by their property owners.
Mr. Joseph A Johnston applied for a permit to build a garage on Lot No. 25 of Auditors Subdivision
No. 3 to the Village of Elk River. Action was deferred until more information could be obtained.
No further business. Meeting adjourned.
