VILLAGE OF ELK RIVER COUNCIL MEETING
July 7, 1941
A regular meeting was held at the Municipal Bldg on July 7, 1941 at 8:00 P.M.
Members present:
M.C. Tesch, Pres; Frank Nickerson, E.L. Shadick, and G.A. Bailey, Trustees; J.
Clinton Walker, Clerk
The minutes of the previous meeting were read and approved.
Rupert Zimmer asked about putting back dirt between the curb and the sidewalk where the sidewalk
project had been completed in upper town and was told to go ahead with the black dirt as the rest of
the project had been finished that way.
L.K. Houlton and L.L. Bishop appeared before the council stating that the storm sewer in front of
Bishops Meat Market and the Post Office building was plugged and that water was backing up into
these buildings. They were assured by the Council that this trouble would be taken care of.
L.K. Houlton stated that the culvert under the road at the corner where Highway #10 turns before
crossing the Elk River bridge was full of dirt. The council decided to do what ever was necessary to
fix this up.
L.K. Houlton applied for a Building permit to add on to the rear of the Buildings occupied by
Greupner Shoe Store, McMillan Grocery Store and Anderson Bake Shop. The building to be one
story 18 ft deep and built of brick and tile. AA motion was made by Frank Nickerson and seconded
by E.L. Shadick granting Leo Varville “off” and “on” sale non-intoxicating malt liquor license for
one year. Motion carried.
A motion was made by Frank Nickerson and seconded by G.A. Bailey granting this permit. Motion
carried.
Dr. W.J. Johnson applied for a permit to build a frame house 43 ½ ft by 24 ft – 1 ½ stories on the
West 35 ft of Lot 11 and East 18 ft of lot 12, Block 6 Houlton’s addition. A motion was made by
G.A. Bailey and seconded by E.L. Shadick granting this permit.
Mrs. Mary Anderson applied for a permit to add on to her home on Lot 9 and 10, Block 1 Houlton
addition. The additions to be 4 ft by 10 ft one story. A motion was made by Clinton Walker and
seconded by G.A. Bailey granting this permit.
A motion was made by G.A. Bailey and seconded by Frank Nickerson to pay the Nowthen Ball
Club the sum of ten dollars for a sign at the Ball Park advertising the Municipal Liquor Store.
Motion carried.
D. P. Christian was at the meeting and complained that there were several persons delivering milk in
the village without a milk license.
The clerk was instructed to write letters to the following: Chas Gaspodar, H. Voltrath and J.P.
Ranney advising them to either apply for Milk Licenses or else discontinue delivering milk or cream
in the village.
A motion was made by Frank Nickerson and seconded by E.L. Shadick that ten dollars in dues be
paid to the association of Municipal Liquor Stores. Motion carried.
A motion was made by Clinton Walker to appoint the following, Mrs. C.M. Babcock, Mrs. C.W.
Guptil and Mrs. A.B. Roehlke, to the Library board for three years. The motion was seconded by
E.L. Shadick and carried.
