Award, by motion, the contract of the Woodland Trails Regional Park Nature Play and Shelter
construction project to Odessa II for the base bid and alternate #1 for a total amount of $351,605 and
the purchase of the Chelsea Style shelter from Northland Recreation for $61,067.
Background/Discussion
On January 6, 2020, the City Council approved the final designs and bid documents for the Woodland Trails
Regional Park (WTRP) Nature Play and Shelter Project. Four Bids were received at closing on March 5. The
bid tabulation was completed by WSB. Alternate #1 includes the bituminous trails and concrete pads.
The shelter will be purchased through the Sourcewell public purchase cooperative in accordance with state
procurement laws. The shelter meets the branding and standardization as directed by City Council. It also
includes the lighting and buffet shelf recommended by the WTRP Committee.
WSB was hired for this project in December of 2018. They started working with staff and the WTRP
Committee through winter 2018-19 to plan the nature play area and picnic shelter. Although several
meetings were held the past year to discuss various aspects of this project, the Committee and the Parks and
Recreation Commission were unanimous regarding the nature play designs.
Financial Impact
The recommended contract total is $351,605. Two base bid items will be done in-house, exporting excess
soil and restoration work resulting in a contract deduction of $48,500. The contract will be amended
through a change order for a total contract of $303,105. The total expenditures for this project are
$396,172 which is below the project budget of $415,000.

Dear Mayor and Council Members:
Bids were received for the above-referenced project on Thursday, March 5, 2020 at 1:30 p.m.
and were opened and read aloud. A total of 4 bids were received. The bids were checked for
mathematical accuracy and tabulated with one bid identified with mathematical errors but this did
not change the low bid results. The bid tabulation indicates the low bidder as Odesa II, 9003
Mayhew Lake Road NE, Sauk Rapids, MN 56379 with a low base bid of $319,460.
We recommend that the City consider these bids and award a contract of $351,605 to Odesa II
based on the results of the bids received, to include the base bid plus add alternate #1 for the
concrete and bituminous pavements as follows:
Base Bid: $319,460
Add Alt #1: $ 32,145
The recommended Contract Total is shown as $351,605, but there are two bid items that will
likely not be necessary due to work by the City, which is anticipated to result in a contract
deduction of $48,500.
