05-06-1935 VCM VILLAGE OF ELK RIVER COUNCIL MEETING May 6, 1935 The regular meeting of the Village Council was held at the Municipal Bldg. Monday May 6, 1935 at 8 o’clock P.M. Members present: D.E. Davis, Pres.; Geo. Cornelius, J.D. Flaherty, Wm Patenaude, Trustees; Wm H Greupner, Clerk. Visitors Morris Nelson, Dan Hjerpe and W.B. Reinick. Morris Nelson came before the Council asking for an appropriation of $50,00 for the maintenance of the Village Camp Grounds. A motion was made by Wm H Greupner seconded by Geo. Cornelius to allow Mr. Nelson the $50.00 for the above cause. This will entitle all local people to use the Camp Grounds without any charge. Motion carried. Dan Hjerpe came before the Council stating that he and Wm Roggat were appointed a committee by the Fire Dept to see what could be done with the Model T Fire truck. Mr. Hjerpe said they had inquired of Mr. Hoglund of Anoka about a second hand Chassis and he had one that could be bought for $375.00. The pump that is on the Model T could be installed on this chassis and the estimate cost including second hand chassis, installing the pump, hose box, water tank and other necessary equipment would be approximately $800.00. After some discussion a motion was made by Geo. Cornelius, seconded by Wm. Greupner and carried to table this matter until next meeting. Mr. H.B. Reinick, representing the McCarthy Well Drilling Co of St. Paul came before the Council with plans showing how they could eliminate the fine sand which the Village of Elk River is bothered with in their well. He stated they would use a gravel pack and would insert a 8 in pipe into the present 12 in pipe and pour gravel between the two pipes filling up the lower part of the well with gravel all a estimated cost of $1200.00 to $1500.00. He stated that they had done this gravel pack at the following towns, Canby, Owatonna, Litchfield and Benson, Minn. After some discussion with Council decided to take this matter up again at a later meeting. A letter was read from Daphne Dare representing the Community Church asking for an appropriation of $25.00 for the care of Houlton Memorial Park. A motion was made by Wm. Greupner, seconded by Geo. Cornelius and carried to have the Community Church hire Mr. Keays to take care of this park for the season at $25.00 The Village to pay for the upkeep. Donald Davis stated that Henry Clark had complained to him about the dogs in his neighborhood being loose and digging up his garden. The Council realizing all these dogs are pets instructed all the Clerk to have Mr. Nelson check up on these dogs. The Clerk reported that a number of people of Elk River had complained about the stop sign opposite the creamery. After talking the matter over the Clerk was told to write Mr. C.H. Getschell of the Highway Dept and have him come up to Elk River some Saturday afternoon and the Council Members would go with him to this place and check on the traffic. Andrew Madson presented application for “Off and On” sale non intoxicating Malt Liquor license. A motion was made by Wm Greupner, seconded by Geo. Cornelius to allow Andrew Madson the “Off and On” Sale non intoxicating malt liquor license. Donald Davis presented a sketch prepared by Holmes and Olson Co, showing what they thought would be the right amount of shrubbery to plant in the Municipal Park. The estimate cost of this shrubbery would be $157.00. A motion was made by Geo. Cornelius, seconded by J.D. Flaherty to have Donald Davis see Mr. Keays about having this shrubbery put in. Motion carried. A motion was made by Geo. Cornelius seconded by Wm. Geupner and carried to transfer $1500.00 from the Bond and Inl Fund to the Sinking Fund. A motion was made by J.D.
