VILLAGE OF ELK RIVER COUNCIL MEETING
July 1, 1935
The regular meeting of the Village Council was held at the Municipal Bldg Monday July 1, 1935 at 8
o’clock P.M.
Members present:
D.E. Davis, Pres.; Geo. Cornelius, Wm Patenaude, J.D. Flaherty, Trustees;
Wm H Greupner, Clerk.
Visitors
John Druar, Chas Bade, Chas Brown and Wm. Brown
Wm. Brown, County Engineer came before the Council and stated that the county would re-tar the
following streets in Elk River, known as Street on east side of Village park, Quincy Str. Main St from
Methodist Church to pavement, Street in Hasting addition at an estimate cash of $397.10 and the
street west of the school house which is graveled now could be oiled and tarred at an estimate cost
of $100.00. The total amount the County would bill the Village would be $497.10. Wm Brown also
stated that the County plans on re-tarring the County road which runs thru Elk River known as
Main St. and they would take care of the other streets at the same time. A motion was made by Geo
Cornelius, seconded by J.D. Flaherty to have the County do the above work.
Druar representing the Druar and Milinowski Consulting engineers came before the council and
spoke about what could be done if the Village would put in a sewer system at the present time. If
the sewer were put in a federal project the Village would be given a grant of 45% of the total cost.
He estimated that it would require about 5 miles of ___ to take care of the Village with a disposal
plant. This would run at a cost of $50,000.00. He said his company would come to Elk River and
make a preliminary blue print showing the size of the lots in the Village at a cost of $250.00 after a
lengthy discussion it was decided to have Mr. Dare Editors of the Star News put the proposition
before the people and find out what the sentiment is in the Village in regards to a sewer system.
Wm. Greupner, Clerk, reported that L.G. Nelson, President of the Fair board had asked if the
Village would be willing to send the Municipal band to the County Fair and stand all the expenses. A
motion was made by Geo Cornelius seconded by Wm Patenaude to have the band play at the Fair 3
days.
Wm Greupner also reported that Fair board had installed water pipes into the Fair ground and were
going to use water from the Village mains and wanted the opinion of the council as to whether they
should charge for water used for the 3 days of the Fair. It was decided not to charge the Fair board
for this water.
Mrs. Latta, Longfellow and Guptil’s terms as members of the Library Board expiring at this time and
it was found necessary to elect two new members as Mrs. Latta and Longfellow asked to be taken
off the board. A motion was made by Geo Cornelius seconded by Joe Flaherty to Elect Mrs. Guptil,
Chas Babcock and C.E. Brown to serve on the Library board for a term of 3 years. Motion carried.
It was brought up again at this time that the stop sign located opposite the creamery was not in the
right place and the Clerk should write Mr. Getchell of the Highways Dept and remind him again of
the danger having the sign at this place.
Councilman Geo Cornelius offered the following resolution and moved it’s adoption which motion
was duly seconded by Councilman Wm. A Patenaude.
Resolved by the village council of the Village of Elk River, Sherburne County, Minn that said
Council does hereby elect and determine that the amount of all special assessments assessed and
levied by the Village Council of the Village of Elk River upon read estate located within the said
Village of Elk River subject to the provisions of sale under the provisions of Chapter 387 Laws of
Minnesota 1935 which have been heretofore levied by the said Village Council and certified to the
County Auditor of Sherburne County, Minnesota for collection on the tax lists in the office of the
County Auditor, to be included in the sale thereof, in addition to the minimum amount for which
any such parcel of land may be sold as fixed by Chapter 387 of the Laws of 1935 be sold only for
the full amount of such special assessment with 6% interest and penalties and that the discount rates
fixed and provided by said Chapter 387 of the Laws of 1935 shall not apply to any such special
assessment upon any tracts or parcels of land lying and being in the Village of Elk River.
Upon being put to a vote, the result was as follows

Whereupon said resolution was declared adopted. Dated at Elk River, Minn July 1, 1935 attest Wm

Several complaints having been made to the Council that places serving non intoxicating malt liquor
were violating the law by selling it to minors. It was decided at this time to have the Clerk write a
letter to all the people operating these places in Elk River warning them that if they continue selling
to minors the council will be obliged to revoke their license.
A letter was read from the American Development Co. in regards to stop signs which could be used
on main street. The clerk was instructed to write to them and find out which would be the best signs
to use.
