01-06-1936 VCM VILLAGE OF ELK RIVER COUNCIL MEETING January 6, 1936 The regular meeting of the Village Council was held at the Municipal Bldg Monday January 6, 1936 at 8:00 o’clock P.M. Members present: J.D. Flaherty, Pres.; Geo Cornelius, G.A. Bailey, Wm Patenaude, Trustees; Wm H Greupner, Clerk. The minutes of last meeting were read and approved. John Kramer owner of the pool and billiard room in Elk River came before the Council stating that it was hard to line up to the ordinance and close the bowling alleys promptly at eleven o’clock because at times games are started shortly before eleven and in order to finish them it takes 20 to 30 minutes. Mr. Kramer was told to stop all games as near eleven as he could. Wm. Greupner, Clerk, reported that several of the residents of the Village had asked him about having the snow plowed off of the streets. After some discussion a motion was made by Wm Greupner seconded by Geo Cornelius to have Lester Rootes plow the streets. Motion carried. Bob Vail intending to start a beer route in and around Elk River applied for a non intoxicating malt liquor license (off sale) after some discussion it was brought up that Bob Vail had been convicted for violating the National Prohibition Law while operating a place in Elk River Township. The Clerk was instructed to call Frank White, Village Attorney, and hear his opinion about this matter. After hearing from Mr. White a motion was made by G.A. Bailey seconded by Wm Greupner to reject Bob Vail an off sale non intoxicating malt liquor license. Motion carried. Chas Nelson, Village Marshall presented his application for reappointment. A motion was made by Geo Cornelius seconded by G.A. Bailey to reappoint Chas Nelson as Marshall for 1936. Motion carried. The Council found it necessary at this time to appoint Health officers. A motion was made by Wm Greupner seconded by G.A. Bailey to appoint the following members on the Health Board. Dr. A.B. Roehlke – 3 yrs, Dr. Alton Clothier 2 yrs and Dr. Bevin Bunker 1 yr. Motion carried. J.D. Flaherty, Pres appointed the following Committees – Streets and Park, G.A. Bailey and Geo Cornelius. Purchasing committee, Wm Patenaude and Wm Greupner, Relief Comm. Wm Patenaude and Wm Greupner Street Commissioner for 1936, Wm Clements Chas Nelson, Marshall came before the council stating that John Belanger had told him that Joe Belanger was in need of relief and he wanted the council to make an investigation. J.D. Flaherty appointed Wm Patenaude and Wm Greupner to investigate this case and report same to Mr. Mitten relief administrator.
