VILLAGE OF ELK RIVER COUNCIL MEETING
July 6, 1936
The regular meeting of the Village Council was held at the Municipal Bldg Monday July 6, 1936 at
8:00 o’clock P.M.
Members present:
J.D. Flaherty, Pres.; G.A. Bailey, Geo Cornelius, Wm Patenaude, Trustees;
Wm H Greupner, Clerk.
The minutes of last meeting were read and approved.
A.L. Mitten, County Relief Administrator, came before the Council stating that it was his opinion
that the Village was obliged to pay Doctor bills for old age assistant clients especially in emergency
cases and wanted to stress the point that a council member could be held responsible if he turned
down a client for doctor care. After a discussion it was decided to see Frank White, Vill Attorney
before any further action would be taken.
Grace Rupprechl came before the Council stating that she has had her application with the Library
board for several years and as yet had not been called on for work. She said the present Librarian
lived out of the Village and thought that a person living in the Village was entitled to the job. The
matter was referred to the Library board.
Mr. Whitacre and Pollisters representing the R.B. Whitacre and Co of St Paul Jobbers for the Deau
Hill Rump Co of Anderson, Ind came before the Council offering a 325 gal centrifical pump for the
Village water Works with a 20 horse power motor for $418.00 J.O.B. Elk River. They stated the
pump the Village is using at the present time was made by the Deau Hill Pump Co and they would
furnish a very good pump at the above price.
After some discussion the Clerk was instructed to advertises for bids on the above described pump
and motor bids to be opened Monday July 13, 1936 at 8 o’clock P.M.
Chas Babcock came before the Council stating that Mrs. Chase had spoken to him about the stop
sign in front of her house and asked to have it turned off at 11 o’clock each nite. A motion was
made by G.A. Bailey seconded by Geo Cornelius to have L.G. Nelson put in a switch and have it
turned off at 11 o’clock each night.
Wm Greupner, Clerk, stated that Mr. Fuetten, Mgr of the local creamery had spoken to him about
putting a light in back of the creamery. After some discussion it was decided that the creamery
would have to put in their own light being it was their own property.
Leo Demars asked for a permit to move a building that he owns on the Hasting addition to his
property he had purchased on Thomas St. A motion was made by Wm Greupner seconded by Geo
Cornelius to grant Leo Demars this permit.
A motion was made by Geo Cornelius seconded by G.A. Bailey to pay $250.00 second note on the
fire truck. Motion carried.
A motion was made by G.A. Bailey seconded by Geo Cornelius to pay the balance of the poor relief
to Earl Darrow, County Auditor. Motion carried.
The terms of Mrs. Parsons, White and Huseth of the Library Board having expired at this time a
motion was made by Geo Cornelius seconded by G.A. Bailey to reappoint Mrs. Parsons, White and
Huseth for another three years. Motion carried.
A motion was made by G.A. Bailey seconded by Wm Greupner to transfer $1000.00 from the Bond
and Int fund to the sinking fund. Motion carried.
A motion was made by Wm Patenaude seconded by Geo Cornelius to allow the following bills and
ordered them payed.
