11-01-1937 VCM VILLAGE OF ELK RIVER COUNCIL MEETING November 1, 1937 The regular meeting of the Village Council was held at the Municipal Bldg Mon Nov 1, 1937 at 8 o’clock P.M. Members present: J.D. Flaherty, Pres.; G.A. Bailey, Geo Cornelius, Wm Patenaude, Trustees; Wm H Greupner, Clerk. The minutes of last meeting were read and approved. Mr. D.W. Longfellow came before the Council stating that his water bill for the Elk River Concrete Product Co for the last quarter was $141.00 and they had used over a million gallons of water and sked if they could not have a better rate. After some discussion it was decided to table this matter and find out what the rates are in other towns. Miss Arleane Nelson came before the Council and presented applications for “on and off” sale non intoxicating malt liquor licenses stating that she had purchased Art Karkhoff’s restaurant. A motion was made by Wm Greupner seconded by Geo Cornelius to grant these licenses to Arleane Nelson. Mrs. Ida Bourgoyne also presented applications for “on and off” sale non-intoxicating malt liquor licenses stating that she was taking over Al Parker’s restaurant. A motion was made by G.A. Bailey seconded by Wm Patenaude to grant Mrs. Ida Bougoyne the on and off sale license. A motion was made by Geo Cornelius seconded by G.A. Bailey to appoint the following clerks and judges for the Village election to be held Dec 7, 1937. Judges – J. Parker, Wm Blocker, Frank Nogle Clerks – Mrs. Eva Foley, Irene Kaliher. Motion carried. A motion was made by Wm Greupner seconded by Geo Cornelius to grant a building permit to Al Middlestadt to build a garage on his property and to Chas Booth to build an addition on his house. Motion carried. G.A. Bailey reported that the sidewalk in front of Caley’s Hardware Store was in a very bad condition and should be attended to. It was decided to have the road committee see Mr. Middlestadt about this and have it taken care of. The Clerk was instructed to have a woman clean the floors of the Library and Council room once a month. A motion was made by Geo Cornelius seconded by G.A. Bailey to allow the following bills and order them payed. E.R. Power and Lt Co – power and light 234.29 N.W. Bell Tele Co – tele rent 3.95 Harold Sykes – school police 10.00 Fuel 32.96 Central Lbr Co – labor 17.20 Lee Slaback – supplies 32.10 Sher. Co.
