VILLAGE OF ELK RIVER COUNCIL MEETING
December 6, 1937
The regular meeting of the Village Council was held at the Municipal Bldg Mon Dec 6, 1937 at 8
o’clock P.M.
Members present:
J.D. Flaherty, Pres.; G.A. Bailey, Geo Cornelius, Wm Patenaude, Trustees;
Wm H Greupner, Clerk.
The minutes of last meeting were read and approved.
At the November meeting the matter of reduced water rates for the Concrete Products Co. was
brought up and then tabled to give the Council time to find out the rates of other cities and Villages.
After having investigated the rates of several villages it was found that Elk River rates were on the
par or even lower than some places therefore it was decided not to make any changes in the water
rates for the Concrete Prod. Co.
J.D. Flaherty Pres reported that Mr. Ed Rowland representing the Highway Dept. asked him how
much the village wanted for the piece of land they own below the creamery. A motion was made by
Wm H. Greupner seconded by Wm Patenaude to sell this piece of land to the Highway Dept and
have the President set a fair price for it. Motion carried.
Chas Nelson, Marshall, reported that the traffic lights in front of Johnston’s Café should be
disconnected because of the bulbs being taken all of the time. The clerk was instructed to have this
matter taken care of.
A motion was made by G.A. Bailey seconded by Geo Cornelius to grant Andrew Madson as
building permit for an addition to be put on his restaurant.
Wm H. Gruepner, Clerk, reported that the water pipes in Mrs. A.M. Hulberts yard were leaking and
asked if the Village should fix them because the Hulberts haven’t the means to do so. It was decided
to have Middlestadt Bros take care of this.
A motion was made by Wm Patenaude seconded by G.A. Bailey to approve relief for Mrs. Mary
Martineau. Motion carried.
A motion was made by Geo Cornelius seconded by G.A. Bailey to grant the N.W. Bell Tele Co
permission to put underground wires from the Depot under the railroad track and Highway thru the
ally at the post office across Main Street up to the pole in front of Latta’s house. Motion carried.
A motion was made by G.A. Bailey seconded by Wm H Greupner to recommend W.P.A. work for
Donald Lloyd.
A motion was made by G.A. Bailey seconded by Wm H Greupner to pay Chas M Nelson $7.50 a
month for taking care of the stoker in the Municipal Bldg starting Dec 1, 1937. Motion carried.
G.A. Bailey, trustee, suggested buying shades for the windows at the pump house to replace the
cardboard at the windows. The clerk was instructed to purchase these shades.
A motion was made by G.A. Bailey seconded by Geo Cornelius to allow the following bills and
order them payed.
