SUBJECT: Consider Westbound Bids for Finish Carpentry, Exterior
Signage, and Low Voltage Systems
Attached is an email from construction manager Steve Chuba with the results of the finish
carpentry bids received on July 6 and exterior signage quotes. Also attached is a memo from
IT Coordinator Bob Pearson with recommendations for the low voltage systems at
Westbound.
The finish carpentry bid is part of the original bid package ten that was rejected due to cost.
The original budget for package ten is $155,000, and based on the new bids, without
considering alternate number one, the total package ten revised cost will be $134,939.00.
Mr. Chuba is recommending that the finish carpentry be awarded to George Cook
Construction in the amount of $65,800. This recommendation includes alternate one which
is a deduction of $6,700 to eliminate some of the finish work on the interior columns. The
second recommendation is for exterior signage; it is recommended that this contract be
awarded to Serigraphics Sign Systems in the amount of $18,969. The budget for signage is
$25,000.
Further, Bob Pearson as been working with Dave Potvin on selection of all of the low
voltage systems at Westbound, and a memo with his recommendations is attached.
Consideration was given to consistency of systems throughout the city when determining
what type of system was the best fit and what quote would be accepted. Additional detail on
each of the systems is included in the attached memo.

We recommend the exterior signage package be awarded to Serigraphics Sign Systems. None of the quotes
included payment and performance bond costs. I have requested Serigraphics to quote on the bond costs, which
I anticipate to be approx. $400.00.

I will be updating the construction budget with all bids to-date, and presenting other proposal request pricing at
our project meeting Wednesday 7/13. I will copy this information to you. The overall budget picture is favorable

SUBJECT: Vendor Recommendations for Westbound Liquor Project
Lori, the purpose of this memo is to give you my analysis and recommendations for the
awarding of work on a number of low voltage systems for the Westbound project. Dave,
Steve and I have met and are in agreement on these recommendations.
1. For the low voltage wiring for phone, network, paging, and TV.
a. We had four estimates ranging from $7846 to $4145
b. I recommend using Cabling Services Corporation with the low bid of$4145.
c. We have not worked with Cabling Services in the past but they did provide
references of extremely satisfied customers.
2. F or the CCTV portion of the security system:
a. We had four estimates ranging from $19500 to $10,625.
b. We are rejecting the low bid because it is built around a PC with a Microsoft
Windows operating system. Our experience has been that this configuration
requires more ongoing attention. '
c. I recommend using Wellington Security Systems proposal at $11,495.
d. We have requested from Wellington pricing to upgrade their system to
include point of sale information on the image.
e. The following are the compelling reasons for using Wellington:
i. Their digital video recording equipment is not PC based
n. The equipment at Westbound would match that at Northbound
which we are familiar with operating.
111. Vendor does have 7x24 support.
IV. Vendor has experience in providing security systems for liquor stores.
3. For the Intrusion Detection portion of the security system:
a. We had three estimates ranging from $5700 to $2375
b. I again recommend using Wellington Security Systems proposal at $2995
c. We are satisfied with their past work and they will be onsite for the CCTV
portion of the security system.
4. For the phone system:
a. We had four estimates ranging from $9860 to $1500
b. I am recommending that we purchase a refurbished Toshiba system and then
contract with a vendor to have it installed.
c. I have received a verbal estimate that this strategy would cost around $2000
for the system and 6 phones we anticipate needing at Westbound.
d. We determined that we didn't need the integration between Westbound and
the City's phone system that would have cost at least $6489.
e. We will get voice mail from Northstar Access for around $7.50 per month.
5. For intelligent door controllers:
a. We have one estimate from Pro-Tec Design for $3240.
b. This is state contract pricing and this is the vendor that supplied the door
access system used in Public Safety and City Hall facilities.
c. Using Pro-Tec would enable us to integrate the Westbound location with the
rest of the location using the same door access system.
d. This initial estimate is just for the main employee access door, we are asking
Pro-Tec for pricing that would include other doors on the premise.
