VILLAGE OF ELK RIVER COUNCIL MEETING
April 4, 1938
The regular meeting of the Village Council was held at the Municipal Bldg Monday April 4, 1938 at
8 o’clock P.M.
Members present:
Frank Nickerson, Pres.; G.A. Bailey, Geo Cornelius, Wm Patenaude, Trustees;
Wm H Greupner, Clerk.
The minutes of last meeting were read and approved.
By the request of Morris Wilson a motion was made by G.A. Bailey seconded by Geo Cornelius to
appropriate $50.00 to the upkeep of the campgrounds.
Mr. Fisher, representing the Knott Co of Minneapolis came before the Council displaying a gas
mask for the Fire Dept. The matter was tabled.
A motion was made by Wm Greupner seconded by Geo Cornelius to hire Harold Keays to take care
of the parks as he has in the previous years, at the same rate $10.00 a month for the Village Park.
$15.00 a month for the Houlton Memorial Park and also to put in flower beds and flowers in the
vases. Motion carried.
Gould Bros. of Monticello presented an application to build an oil station on Main Street next to the
Mississippi Bridge. A motion was made by Geo Cornelius seconded by G.A. Bailey to grant Gould
Bros a permit to build this Oil Station.
A motion was made by G.A. Bailey seconded by Geo Cornelius to grant building permits to
Odegard and Nickerson for an addition on to their garage. G.A. Bailey to build a private garage. Joe
Holzem to build a duplex. Motion carried.
A request from the Library for Venetian blinds was brought up. The clerk was instructed to tell the
Library board to find out the cost of these blinds before any should be purchased.
An application was presented by Orville Christensen for an “on and off” sale non-intoxicating malt
liquor license. A motion was made by Wm Greupner seconded by Wm Patenaude to grant this
license to Orville Christensen.
A motion was made by Geo Cornelius seconded by G.A. Bailey granting a renewal on the following
“on and off” sale non intoxicating malt liquor licenses.

A motion was made by Geo Cornelius seconded by G.A. Bailey to grant the following applicants

A motion was made by G.A. Bailey seconded by Geo Cornelius to transfer $1000.00 from the Bond
and Interest Fund to the sinking fund.
