MEMORANDUM TO: FROM: Mayor and City Council Michele MCPherso~ctor of Planning DATE: July II, 2005 SUBJECT: Nextel Lease Update Staff has been approached by N extel Corporation seeking a cell tower site in the vicinity of City Hall. As you may be aware, their first preference is to locate on water towers, however, the Elk River Municipal Utilities General Manager has a policy of not allowing these types of installations on any of the City's water towers for public safety reasons. Staff has identified a possible location directly west of the Public Safety building and as depicted on the aerial below, and a potential site for a ISO-foot monopole. Planning Department Mission: the orderly development of a livable and sustainable Elk River community. Memo to the Mayor and City Council/Nextel Lease July 7, 2005 Page 2 Staff has received a preliminary lease agreement from Nextel which has been reviewed by Peter Beck, City Attorney. We are presenting to Nextel a counter-proposal regarding the terms of the lease. Staff believes that a relationship with Nextel is advantageous to the City for two reasons: 1. It provides a location to cite the 800 MHz equipment that Fire Chief Bruce West and Police Chief Jeff Beahen anticipate needing in the near future at a significant cost-saving to the City; and 2. It will provide a small revenue source from monthly lease payments from not only Nextel, but any co-locators that may site on the tower in addition to the City. Nextel will need to process both a zone change to the Antenna Overlay District and a conditional use permit in order for the tower to move forward.
