07-05-1938 VCM VILLAGE OF ELK RIVER COUNCIL MEETING July 5, 1938 The regular meeting of the Village Council was held at the Municipal Building Thursday July 5, 1938 at 8 o’clock P.M. Members present: Frank Nickerson, Pres.; G.A. Bailey, Wm Patenaude, Geo Cornelius, Trustees; Wm H Greupner, Clerk. Minutes of last meeting were read and approved. Wm Anderson and Joe Schwab living on the corner of Depot and Minnesota Street came before the Council and complained that all the water that comes from the street above them runs on to their property and wanted to know if the Village would put in a tile to take care of this matter. The president appointed Geo Cornelius and G.A. Bailey to take care of this matter. Wm Brown, County Engineer, came before the Council and said that the County was going to put asphalt on the following streets, Thomas from Railroad track to pavement. High Street from Pavement to Line Street and also the street in front of the Court House. The only expense to the Village would be the price of 250 ft of gravel. A motion was made by Wm Greupner seconded by G.A. Bailey that the Village buy the gravel to be used on these streets. Motion carried. Frank White, Village Attorney, stated that he had received a letter from the Minnesota State Highway Dept. about the property they were going to purchase from the Village. The land below the creamery they stated they wanted a clear title and wanted the sewer easement that Mr. Chadbourne held against it released. Mr. White said he would write to them and explain that Mr. Chadbourne was dead and had not turned over the sewer easement to the Council but the president of the Council would release the above said easement. A petition was presented by Geo Lowe asking the Village to vacated Vine Street between Trunk Highway and Mill Pond St. The Clerk was instructed to post three notices and also to have the same st published in the paper three times calling for a hearing on Aug 1 at 8 o’clock P.M. A motion was made by G.A. Bailey seconded by Wm Greupner to rehire John Morrison as traffic cop for another thirty days. Motion carried. A motion was made by Wm Greuper seconded by Geo Cornelius to issue a warrant for $250.00 from the General fund payable to the Firemens Relief Association to apply on the note for the Firetruck. A motion was made by Geo Cornlius seconded by G.A. Bailey to grant the following building permits. Dr. A.B. Roehlke, I.L. Pink, Cliff Martineau, Wm Anderson, Myron Hauson, C.M. Bressler and J.W. McMillan. Motion carried. Emily Ronau presented an application for an On and Off sale non intoxicating malt liquor license. A motion was made by Wm Greupner seconded by Wm Patenaude to grant these license. A motion was made by G.A. Bailey seconded by Wm Patenaude to allow the following bills N.W.
