VILLAGE OF ELK RIVER COUNCIL MEETING
October 3, 1938
The regular meeting of the Village Council was held at the Municipal Building Monday Oct 3, 1938
at 8 o’clock P.M.
Members present:
Frank Nickerson, Pres.; G.A. Bailey, Wm Patenaude, Geo Cornelius, Trustees;
Wm H Greupner, Clerk.
Minutes of last meeting were read and approved.
Mrs. Jessie Parsons and Mrs. Mabel Greupner representing the Library board came before the
Council and presented a budget so the Council members would know how the library money was
spent. Mrs. Parsons asked if the Council would allow the Library board $200.00 for books and
$75.00 to be put in the library board checking account. A motion was made by G.A. Bailey seconded
by Wm Greupner to accept the library budget and allow the Library board $200.00 for books and
$75.00 to be placed in the library checking account.
A motion was made by G.A. Bailey seconded by Geo Cornelius to adopt the following budget for
the year 1939.
General Fund 6000.00
Library Fund 350.00
R and Bridge 1800.00
Bond and Int 4000.00
A motion was made by G.A. Bailey seconded by Wm Patenaude to transfer $2000.00 from the Bond
and In fund to the sinking fund. Motion carried.
The following building permits were granted for garages to Joe Schwab, Harry Leighton, Raymond
Legg.
A motion was made by G.A. Bailey seconded by Wm Greupner to have a street light installed on the
first curve north of the Great Northern spur on the Meadowvale Road.
Wm Greupner, clerk, reported that at this time Clerks and Judges would have to be appointed for
the General Election. A motion was made by Geo Cornelius seconded by Wm Patenaude to hire the
following crew – Day – Judges. G.A. Pepin, Frank Nogle, Wm Blocker, Clerks – Eva Foley and Wm
Greupner. Night – Judges Frank Beck, Joe Parker, A.M. Malkson, Clerks – Irene Kaliher and Gene
Chase. Motion carried.
A complaint was made to the Council by Alden Taylor that Chas Booth had a lot of old cars lying
around his yard which should be moved. It was decided that the clerk write Mr. Booth asking him to
remove these within thirty days or else the Council would move them and charge the expense to
him.
A motion was made by G.A. Bailey seconded by Geo Cornelius to allow the following bills
