VILLAGE OF ELK RIVER COUNCIL MEETING
November 7, 1938
The regular meeting of the Village Council was held at the Municipal Building Monday Nov 7, 1938
at 8 o’clock P.M.
Members present:
Frank Nickerson, Pres.; G.A. Bailey, Geo Cornelius, Wm Patenaude, Trustees;
Wm H Greupner, Clerk.
The minutes of last meeting were read and approved.
A petition was presented by the property owners on Main Street which reads as follows. The
undersigned citizens of the Village of Elk River do hereby petition the Village Council of Elk River
to call a special meeting of their body to permit a protest to be lodged against the continued use of
Main Street as a State and National Highway.
It is the conviction of the undersigned that such use of Main Street be detrimental and dangerous to
property owners, to automobile traffic, to the peace and welfare of the community and to life itself.
We therefore respectfully but insistently petition that a special meeting be called to hear our
grievance and take such action as would then seem advisable to protect the citizens whom the
council represents.

J.W. Clark, spokesman for the delegation that were present stated that there were no other towns in
Minnesota which had two thru Highways running thru the town and the people on Main Street built
their homes on Main Street so they would not be on a Main Highway and that it was dangerous
running past a school as the school buses loaded and unloaded the school children. After a lengthy
discussion the following resolution was offered by G.A. Bailey seconded by Geo Cornelius.
Resolution of Village Council of Elk River. The Highway Department of Minnesota is hereby
requested to show cause for the unauthorized state and federal highway. Such use of highway has
not been requested of or authorized by the Village Council of Elk River and the use to which Main
Street has been put has aroused numerous protests on the part of Elk River citizens. The Highway
Department is therefore requested to attend a special meeting to be held at the Municipal Building
in the Village of Elk River on Nov 14, 1938 at 8 o’clock P.M. to consider cause for the continued
use of Main Street as a State and Federal highway.”
The said resolution was adopted by an unanimous vote and the Clerk was instructed to transmit to
the State Highway Dept copies of said petition and resolution and request that the said Highway
Dept have some official present at the Special Meeting called for Nov 14, 1938.
Joe Holzem presented an application for a building permit to build a garage. A motion was made by
G.A. Bailey seconded by Geo Cornelius to grant Joe Holzem a permit to build a garage.
Pete Thomas came before the Council asking to have the street in front of his house in upper town
graded. The matter was referred to Rupert Zimmer, road commissioner.
A motion was made by Geo Cornelius seconded by Wm Patenaude to appoint the following judges
and clerks for the annual village election. Judges – J.C. Anderson, Wm Blocker, Frank Nogle, Clerks,
Irene Kaliher and Mrs. Eva Foley.
Mrs. Emma Booth was present and stated that she had been to see Miss Hoyt of the relief office
hoping to get work on a W.P.A. project but that Miss Hoyt told her to go back to where she had
been working. Mrs. Booth said she did not think she would be able to get her old job back again and
she did nee help. It was decided that the Council would talk this matter over with Miss Hoyt and see
what could be done for Mrs. Booth.
John Vicka presented an application for “on and off” sale non intoxicating malt liquor license. A
motion was made by Geo Cornelius seconded by Wm Patenaude to issue John Vicka the above said
license.
