December 6, 1938
The regular meeting of the Village Council was held at the Municipal Building Monday Dec 6, 1938
at 8 o’clock P.M.

The minutes of last meeting were read and approved.
Leslie Laugley, James Thomas, Harry Anderson, and Hugo Lenz representing the W.P.A. workers
came before the council. Leslie Laugley stated that the quota for Minnesota for W.P.A. workers was
going to be cut about 4000 and that three or four would be laid off in the Village of Elk River and
asked that the Council send a telegram to Harry Hopkins urging him not to reduce the quota. After
some discussion a motion was made by G.A. Bailey, seconded by Geo Cornelius that the following
telegram be sent
Harry Hopkins, Administrator
Works Progress Administration
Washington, D.C.
We urge your earnest consideration of requests by local and state officials to reconsider your order
calling for W.P.A. lay off. Local governments are not in financial condition to handle increased relief
load and severe hardship would result as practically all discharged workers would need financial
assistance.
